Purpose and scope of application

The present Regulations on the Department of Postgraduate and Doctoral Studies of the Kyrgyz National University named after J. Balasagyn (hereinafter - the Regulations) determines the status, tasks and functions of the Department of Postgraduate and Doctoral Studies of KNU, as well as its structure, rights and duties.

The action of the present Regulation extends on employees of OAiD, postgraduates, doctoral students, applicants, scientific supervisors and all interested persons of KNU.

General Provisions

OAiD is a structural subdivision of the university, carrying out coordination, organization and control of postgraduate training of scientific-pedagogical personnel in postgraduate studies, doctoral studies and the institute of co-research of KNU.

Programs of postgraduate education are realized in KNU in postgraduate studies, doctoral studies, institute of co-research. Programs of postgraduate education are realized on full-time (doctoral studies and postgraduate studies), correspondence (postgraduate studies, research) forms of education. The persons having full higher professional and master's education are accepted for training on training programs of candidates of sciences. On the programs of training of doctors of sciences are accepted persons who have a degree of candidate of sciences, doctor of philosophy (PhD) / doctor on the profile. Completion of training on any program of postgraduate education is accompanied by final state certification in the form of defense of a dissertation for the degree of candidate (doctor) of sciences in specialized councils for the defense of candidate (doctoral) dissertations. The conferment of the degree is confirmed by the issuance of the appropriate diploma of the state sample. Diplomas on academic degrees are issued by the NACCR.

Persons enrolled in doctoral studies to prepare a dissertation for a doctoral degree have the status of a doctoral student. Persons enrolled in postgraduate studies and preparing a dissertation for the degree of candidate of sciences have the status of a postgraduate student. Persons studying at the institute of co-research and independently working on dissertations for the degree of candidate (doctor) of sciences have the status of co-researcher.

DOCTORANTURE

Doctoral studies, as one of the forms of training of scientific and scientifically - pedagogical staff of higher qualification is opened in KNU as in the educational institution having the State certification.
Training of doctoral students is carried out on a full-time basis, on a budgetary and non-budgetary basis.
In doctoral studies are accepted employees of KNU and employees of other organizations - candidates of sciences, having scientific achievements in the relevant field of knowledge and capable at a high level to conduct fundamental, search and applied scientific research in accordance with the current nomenclature of specialties of scientists.
Citizens of foreign states, are accepted in doctoral studies of KNU on a paid basis in accordance with international treaties and agreements, and also on direct relations of KNU with foreign enterprises, educational institutions, institutions, organizations and with individuals. Term of training of doctoral students is not less than 4 years.
Application for admission to doctoral studies is submitted to the rector of KNU with visas: head of the department, head of the structural unit and attachment of the following documents:

  • notarized copy of the diploma on awarding the scientific degree of Candidate of Sciences or Doctor of Philosophy (PhD)/Doctor by profile (for persons educated abroad copies of the diploma of the corresponding academic degrees);
  • A detailed plan for the preparation of a doctoral dissertation;
  • lists of published scientific works, inventions and patents (if any), certified by the Scientific Secretary;
  • extracts of the meeting of the department, RS of the structural unit with the recommendation to the doctoral program and with the approval of the dissertation topic, scientific advisor of the doctoral student.
  • photocopies of your passport;
  • personal personnel record sheet/resume;
  • a copy of the employment record book (certified at the place of employment);
  • Letter of agreement of the consultant with the proposed topic and field of study (if any)
  • The originals of passport and diploma on awarding the scientific degree of candidate of sciences shall be submitted personally by the applicant to the doctoral program

Admission to doctoral studies is carried out on a competitive basis. By the order of the rector of KNU the competitive commission (hereinafter referred to as the commission) is created. The commission considers documents of the applicant in doctoral studies and on the basis of the conclusion of the appropriate department (program) gives a separate conclusion on each candidate. The decision of the commission is formalized by the protocol. The decision on admission to the doctoral program is made on the basis of the minutes of the admission committee. Enrollment in doctoral studies is made by the order of the rector of KNU.

OAiD KNU issues an order on approval of the thesis topic, individual study plan, scientific advisor of the doctoral student. The theme of the dissertation, as a rule, should be related to the priority directions of science development in KR. Persons enrolled in doctoral studies are released from their positions in accordance with the labor legislation of KR, and the scholarship is paid to them from the day of enrollment, but not earlier than the day of dismissal from the previous place of work.

  • The period of training in doctoral studies is counted in the record of scientific-pedagogical and scientific work. During the period of training in doctoral studies, the doctoral student must fulfill the individual plan, complete the work on the dissertation, including the preliminary examination.
  • The doctoral student may perform research work independently or to assist the doctoral student in conducting dissertation research at the place of his/her training may appoint a scientific advisor from among highly qualified scientific-pedagogical or scientific personnel, doctors of sciences, professors. If necessary, leading scientists and specialists of external educational and scientific institutions and organizations, doctors of sciences, professors may be involved as consultants.
  • The doctoral student free of charge uses laboratories, offices, scientific libraries, experimental installations, and also services of educational, scientific, medical and other divisions of KNU in the order defined by their charters.
  • Annually the scientific and technical council of KNU carries out attestation of doctoral student, on results of which the decision on the further stay of it in doctoral studies is accepted.
  • The doctoral student who does not fulfill the individual plan, is expelled from doctoral studies by the order of the rector of KNU.
  • The doctoral student has the right to perform paid work, provided he/she fulfills the individual training plan.
  • KNU assists in providing a non-resident doctoral student with comfortable housing (one-room apartment, a room in the hotel, a separate room in a hotel-type dormitory) at the expense of the doctoral student.
  • The doctoral student, expelled before the end of the term from doctoral studies, can be restored within the limits of available funds for the remaining term by the order of the rector of KNU.
  • Employment of a doctoral student is carried out in accordance with the labor legislation of the Kyrgyz Republic.
  • Individuals who have completed the full doctoral program are not transferred to research positions for the doctoral dissertation, nor are they granted sabbatical leave to complete the dissertation.
  • Training of doctoral students in KNU within the established control figures is carried out at the expense of the corresponding budgets.
  • Control figures of admission to doctoral studies in the specialties of the university, at the expense of the budget of the Kyrgyz Republic establishes the Ministry of Education and Science of the Kyrgyz Republic at the suggestion of KNU.
  • Doctoral student is paid a state scholarship in the amount established by the Government of the Kyrgyz Republic. Rector of KNU can establish at the expense of budgetary and extra-budgetary funds supplement to the doctoral student's scholarship without limiting its maximum size.
  • The labor remuneration of a doctoral student's scientific advisor is paid at the rate of 50 hours per year per doctoral student.
  • The rector of KNU has the right at the expense of budgetary and extra-budgetary funds of KNU to establish the scientific adviser of the doctoral student additional payment without limiting its maximum size.
  • Expenses for the secondment of doctoral students being trained at the expense of the national budget to leading domestic and foreign educational institutions and research centers, are made by the Ministry of Education and Science of the Kyrgyz Republic or KNU under direct contracts with foreign educational institutions and research centers.
  • Social guarantees and benefits for persons entering and being trained in doctoral programs are determined in accordance with the legislation of the Kyrgyz Republic and resolutions of the Government of the Kyrgyz Republic.

ASPIRANTURE

Postgraduate study is the main form of training of scientific and scientific-pedagogical personnel. Postgraduate students are trained in the branches of sciences and scientific specialties in accordance with the nomenclature of specialties of scientific workers approved by the NAS KR.

Postgraduate study in KNU functions on a budgetary and non-budgetary (contractual) basis with a break from production (full-time) and without a break from production (correspondence) training.

The period of study in postgraduate in-service training is 3 years, and in postgraduate in-service training is 4 years.

Completion of postgraduate study is carried out in KNU on the basis of competitive selection. Citizens of the Kyrgyz Republic and foreign citizens with full higher education from among graduates of higher educational institutions and specialists working in universities, research institutes, at enterprises, in other organizations and institutions, having creative achievements in scientific research work are admitted to postgraduate study with a break from production.

Citizens of other states are admitted to the postgraduate program on the basis of international treaties, agreements and personal application for extra-budgetary (contractual) training. 3.4. Persons who have previously completed a full course of study at the postgraduate school or graduated from the postgraduate school - internship, as well as previously excluded from it due to professional or moral unsuitability, the right of secondary admission to the budgetary postgraduate study do not enjoy the right of secondary admission to the budgetary postgraduate school.

  • Admission to the postgraduate program is conducted annually within the terms established by the MES KR.
    • Application for admission to graduate school is submitted to the Rector of KNU with the visa of the intended supervisor and with the application:
  • a copy of a specialist or master's diploma on graduation from a higher education institution with an attachment (notarized). For foreign citizens - certificates of the Ministry of Education and Science of the Kyrgyz Republic confirming the level and content of educational documents issued by foreign educational institutions;
  • personal personnel record sheet/resume;
  • passport photocopies
  • list of published scientific works, inventions (if any).
  • abstract on the chosen specialty (10 pages) with a review of the supervisor.
  • excerpts from the minutes of the meeting of the Academic Council of the Faculty or the State Attestation Commission, for persons recommended for postgraduate study immediately after graduation from a higher education institution;
  • a copy of the employment record book (certified at the place of employment);
  • protocols on passing candidate examinations (if any);
  • letter of agreement of the supervisor with the proposed topic and area of research (if any)
  • The originals of passport and diploma of graduation from a higher education institution shall be submitted by the applicant personally.
    • Entrants to graduate school are interviewed by the prospective supervisor, who informs the admissions committee of his or her agreement to carry out the

scientific guidance.

  • For carrying out admission to postgraduate studies the admission committee under the chairmanship of the rector (vice-rector for scientific work) of KNU is organized. Members of the admission committee are appointed by the rector of KNU from among the heads of departments, departments, laboratories, faculties, as well as scientific supervisors of graduate students.
  • The decision on admission to the entrance examinations to graduate school is made by the admission committee, taking into account the conclusion of the prospective supervisor on the results of the interview, as well as on the abstract and submitted research papers and reported to the applicant.
  • Entrants to the postgraduate program take competitive entrance examinations in: history and philosophy of science, one of foreign languages, Kyrgyz (state) language and special discipline in the volume of the current program for specialist or master.

The entrance examination in the specialty must precede examinations in other disciplines. It is not allowed to retake the examinations.

Persons who have passed all or part of the candidate examinations are exempted from the relevant entrance examinations upon admission to graduate school.
Admission examinations to graduate school are conducted by subject commissions appointed by the rector of KNU. The commission includes a professor or doctor of sciences in the specialty on which the examination is held.
In the absence of doctors of sciences, the commission may include candidates of sciences, and for foreign language - also qualified teachers who do not have an academic degree and academic title.
Based on the conclusion of the prospective supervisor and the results of the competitive entrance examinations, the admission committee makes a decision on each candidate.
Enrollment in postgraduate studies is made by the order of the rector of KNU in accordance with the plan of admission of postgraduate students in specialties.
For graduate students entering on an extra-budgetary (contractual basis) enrollment is carried out after partial payment of the enrollee, according to the cost estimate for the first year of study.
The amount of expenses for training of postgraduate students studying on an extra-budgetary (contractual basis) is established annually, according to the cost estimate.
The decision on admission to graduate school or refusal in admission is reported to the applicant in five days after the decision of the admission committee, but not later than two weeks before the beginning of classes.Heads of institutions and enterprises are obliged to release from work persons admitted to graduate school with a break from production in the period of time requested by the employee. The basis for release from work is a copy of the order on enrollment in postgraduate studies of KNU.
Transfer of postgraduate students from one scientific organization or higher education institution to another, as well as from the full-time form of training to part-time and vice versa, and restoration of the postgraduate student, expelled from postgraduate study before the end of the term of study, is carried out by the decision of the Rector of KNU. Transfer and restoration is made on the personal statement of the postgraduate student, in KNU on the corresponding specialty of training of the postgraduate student.
The postgraduate student, expelled before the end of the term of study from the postgraduate school of KNU, can be restored for the remaining term of study, except when he is expelled for the reason of professional or moral unsuitability.
Each graduate student simultaneously with his enrollment is approved a scientific supervisor from among doctors of sciences.
In some cases, by decision of the NAC KR, candidates of science of the corresponding specialty may be involved in the scientific supervision of postgraduate students.
When performing scientific research at the junction of related specialties, it is allowed to have two supervisors. The scientific supervisor advises the graduate student on scientific work, controls the fulfillment of the approved individual study plan by the graduate student and is responsible for the qualitative fulfillment of the thesis work.

The total number of postgraduate students (applicants) assigned to one supervisor: not more than 5 persons at a time to a doctor of sciences and not more than 2 persons to a candidate of sciences who have permission of NAC KR for scientific supervision.

A postgraduate student works according to the individual study plan.
Themes of dissertation works, scientific supervisors and individual study plans of postgraduates are approved by the NTS KNU simultaneously and are formalized by the order of the rector, not later than three months from the date of enrollment. Postgraduate student annually reports on the implementation of the individual educational plan at the meeting of the department (program), at the Academic Council of the Faculty and annually attestation. Attestation is approved by the head of the structural unit of KNU.

The post-graduate student who has not shown abilities in carrying out scientific researches, not fulfilling in the established terms of the individual educational plan, violating the rules of internal order, not paying for training, is expelled from post-graduate study by the rector of KNU.

The department of doctoral studies, postgraduate studies of KNU carries out control over the work of postgraduates, organizes its educational and research activities.

On Academic councils of structural divisions of KNU systematically hear the reports of scientific supervisors, heads of departments (departments, sectors, laboratories) about the effectiveness of their work on training of postgraduates.

The postgraduate student during the period of study in the postgraduate program within the established deadlines is obliged:

  • fully implement the individualized training plan of work;
  • master the methodology of scientific research;
  • pass the candidate exams: in history and philosophy of science, one of foreign languages, Kyrgyz (state) language;
  • determination of the level of Kyrgyz (state) language proficiency is carried out in the state institution "Kygyztest", with the issuance of a certificate of a certain level.
  • to get a teaching internship;
  • participate in the social life of the team;
  • write and publish scientific articles on the chosen specialty;
  • Finalize the dissertation and undergo dissertation discussion at the place of work.

In the program of training of graduate students, in addition to disciplines for passing the candidate minimum, include disciplines: "Schools of pedagogical excellence", "Methodology of scientific research (statanalysis)", "Academic writing", "Specialty".

Graduates of the postgraduate program the time of training in postgraduate studies with a break from production is counted in the record of scientific and pedagogical work.

Persons who have completed a full course of study in graduate school and have completed research work are allowed to defend a PhD thesis.

Postgraduate students use equipment, laboratories, offices, libraries to conduct work on the selected topic of scientific research. Postgraduate students studying full-time in the postgraduate program on a budgetary basis are paid a state scholarship, which is accrued from the day of enrollment in the postgraduate program.

Postgraduates in the established order are appointed also state and personal scholarships KNU.

KNU can establish at the expense of extra-budgetary funds of increments to the scholarships of postgraduate students.

Postgraduate students studying on-the-job, enjoy an annual vacation of two months (July-August).
Postgraduate students studying on-the-job, can be involved in the performance of scientific - research work, funded by economic contracts or from the state budget, in accordance with individual training plans of their training, as well as in their free time at the departments, research institutions, design and technological organizations with payment of 0.5 rate on the position held in accordance with the salary in force in these institutions and organizations.

The permission to postgraduates for this work is given by the rector (vice-rector for scientific work) KNU. Postgraduate students who successfully fulfill the plan of postgraduate training, can lead with the permission of the rector (vice-rector for scientific work) KNU paid pedagogical work on specialty on the terms of hourly wages, but not more than 50% rate of assistant, provided that they do not perform other paid work. Remuneration of labor of scientific supervisors is made at the rate of 50 hours per one postgraduate student per year, including cases of approval of 2 scientific supervisors. Additional payment to scientific supervisors of postgraduate students, also can be established at the expense of extra-budgetary funds of KNU. Social guarantees and benefits for persons entering and studying in postgraduate studies are determined in accordance with the labor legislation of the Kyrgyz Republic. Listeners of courses on preparation for passing examinations of the candidate minimum are postgraduate students, applicants KNU and employees of other organizations. Courses function on the basis of self-sufficiency, at the expense of students in accordance with the approved estimate. Postgraduates of budgetary training KNU are trained on courses free of charge. Training sessions on courses are held annually according to the schedule made by AOiD and approved by the vice-rector on scientific work. The work of courses on preparation of passing examinations is organized by the department of postgraduate studies and doctoral studies of KNU and is carried out by the corresponding chairs on the programs approved by the vice-rector on scientific work.

CO-EDUCATIONAL INSTITUTE

On applicants for academic degrees, independently working on dissertations

  • Applicants for an academic degree independently working on doctoral dissertations (hereinafter - applicant) may be persons who have an academic degree of Candidate of Sciences, Doctor of Philosophy (PhD)/Doctor in their profile.

Applicants for an academic degree, independently working on candidate dissertations, may be persons who have higher professional education, confirmed by a specialist or master's diploma.

The institute of co-research in KNU functions on an extra-budgetary (contractual) basis without a break from production (correspondence education).

  • Applicants for the preparation of dissertations for the degree of Doctor of Sciences are attached to KNU, which has a research, experimental base and scientific staff of higher qualification, for a period of not less than 4 years.
    • For preparation of dissertations for the degree of candidate of sciences as applicants are attached to KNU having a postgraduate course in the corresponding specialty, having research, experimental base and scientific personnel of the highest qualification, staff members of universities and scientific organizations with continuous work experience of not less than 3 years.

The term of study at the institute of co-research for the preparation of dissertations for the degree of Candidate of Sciences is 3 years.

Applicants pass candidate examinations in: history and philosophy of science, one of foreign languages, Kyrgyz (state) language. Determination of the level of proficiency in Kyrgyz (state) language is carried out in the state institution "Kygyztest", with the receipt of a certificate of a certain level. To be attached as a co-applicant, the following documents shall be submitted:

For applicants working on their doctoral dissertation:

  • application for admission is submitted to the Rector of KNU with the visas: head of the department, head of the structural unit and the proposed academic adviser, and the attachment of the following documents:
  • notarized copy of the diploma on awarding the scientific degree of Candidate of Sciences, Doctor of Philosophy (PhD)/Doctor by profile (for persons educated abroad copies of the diploma of the corresponding scientific degrees);
  • A detailed plan for the preparation of a doctoral dissertation;
  • list of published scientific works, inventions and patents (if any), certified by the Scientific Secretary;
  • extracts: the meeting of the department, RS of the structural unit with the recommendation to the thesis and with the approval of the thesis topic, the thesis advisor of the thesis candidate.
  • photocopies of your passport;
  • personal personnel record sheet/resume;
  • copy of the employment record book (certified at the place of employment);
  • The originals of passport and diploma shall be submitted personally by the applicant to the institute of aspiration.

For applicants working on a PhD thesis:

  • application for admission to the rector of KNU, with visas: the head of the department, head of the structural unit and the proposed supervisor.
  • a copy of a specialist or master's diploma on graduation from a higher education institution. For foreign citizens - a certificate of the Ministry of Education and Science of the Kyrgyz Republic confirming the level and content of educational documents issued by foreign educational institutions;
  • personnel record/resume sheet;
  • list of published scientific works, certified by the scientific secretary;
  • a copy of your employment history;
  • protocols of candidate examinations (if any)
  • extracts: meetings of the department, RS of the structural unit with recommendation, approval of the topic and supervisor.
  • The originals of the passport and diploma of graduation from a higher education institution shall be submitted by the applicant to the institute of aspiration in person.
    • Admission to the institute of co-researchers is carried out on a competitive basis.

Department of postgraduate studies and doctoral studies of KNU announces a competitive admission of applicants for a degree in scientific specialties in accordance with the nomenclature of specialties of scientific workers. After the expiration of the term established for submission of documents, documents of all participants of competitive selection are transferred for consideration of the commission on selection of candidates to the institute of competition. KNU by the order of the rector creates a competitive commission (hereinafter - the commission), which includes the vice-rector for scientific work and scientific and pedagogical workers of KNU.

The Commission shall consider the submitted documents within 2 weeks after the end of the established deadline for receipt of documents.

The main criteria for competitive selection are:

  • correspondence of the scientific specialty, on which the dissertation research is supposed to be prepared, to the scientific specialty of the KNU profile;
  • compliance of the declared subject of the dissertation with the objectives of the state order, concluded contracts for the performance of research and development, experimental and design work, as well as contracts (agreements) on the provision of grants for the performance of these works; the degree of development of the dissertation research plan;
  • Availability in KNU organization of information and material and technical resources necessary for conducting research in accordance with the submitted plan of the thesis;
  • the applicant's scientific achievements (scientific and publication activity).

Based on the results of review of the submitted documents for their compliance with the above criteria, the commission shall give a separate conclusion on each candidate. The commission's decision is formalized in a protocol.

The decision on the attachment of the applicant with the approval of the plan, thesis topic and scientific supervisor (advisor) is made on the basis of the protocol of the commission and the order on the enrollment of the applicant with the indication of the term of study is issued.

Applicants within 2 months submit to the department (program) agreed with the supervisor (consultant) individual work plan for consideration.

Each applicant is approved a scientific supervisor (consultant) from among doctors of sciences simultaneously with his/her enrollment.

In some cases, by decision of the NAC KR, candidates of sciences of the corresponding specialty may be involved in the scientific supervision of the training of applicants working independently on candidate dissertations.

A doctoral dissertation may be prepared by a candidate without a supervisor (advisor).

Applicants working on doctoral dissertation annually report to the Scientific and Technical Council of KNU. Applicants working on a candidate's thesis annually report on the place of attachment. Applicants who do not fulfill the individual plan of work in the specified terms, are subject to expulsion.

Applicants at the place of attachment use the necessary equipment, offices, libraries, etc. The management of KNU, where applicants work, assist them in creating the necessary conditions for work on dissertations.

  • The remuneration of scientific supervisors (consultants) of applicants is 25 hours per year for each applicant during the period of attachment.

Expenses on payment of labor of scientific supervisors (consultants) are carried out at the expense of extra-budgetary funds of KNU.

Main tasks of OAiD

  • Organization of work in the KNU system in the field of training, retraining and certification of scientific personnel through postgraduate studies, doctoral studies, the institute of coursework.
  • Organization and conduct of training courses for graduate students, applicants and trainees in foreign language, history and philosophy of science, state language.
  • Organization of educational process of training of scientific personnel: postgraduate students, doctoral students, applicants in accordance with the current Nomenclature of specialties of scientific workers on educational programs of postgraduate education.
  • Development of plans for admission and graduation of postgraduates, doctoral students by specialties at the expense of budgetary and extra-budgetary funds.
  • Organization of admission to postgraduate studies, doctoral studies, and the institute of doctoral studies.
  • Continuous improvement of regulatory and methodological documentation regulating the research work of postgraduate students, doctoral students and applicants working on candidate and doctoral dissertations.
  • Advising graduate students, doctoral students on admission to graduate school, doctoral programs, their rights and responsibilities.
  • Holding a meeting with the participation of graduate students, doctoral students, applicants at least twice a year to discuss issues on training and retraining.

Functions of OAiD

Organization of the development and accounting of the implementation of individual study plans by graduate students, doctoral students, and applicants, including their interim certification.
Reporting on the work of the graduate and doctoral programs in close collaboration with academic councils as well as dissertation councils.
Preparation of draft orders on enrollment in full-time or part-time postgraduate studies, doctoral studies, or the institute of co-research, as well as on the continuation of studies or dismissal from postgraduate studies, doctoral studies, co-research.
Formalization of documents on attachment to the institute of co-candidacy for passing candidate examinations and preparation of dissertations for the degree of candidate of sciences.
Maintenance of personal files of doctoral students, postgraduates, applicants and execution of documents on the completion of postgraduate studies, doctoral studies, the institute of co-doctoral studies.
Providing postgraduate students, doctoral students and applicants with forms of scientific and methodical documentation.
Consultation of postgraduate and doctoral students, applicants on the rules and procedure of thesis design.
Organizational and methodical support of works, students on research work in KNU.
Coordination and approval of price lists for payment for studies in postgraduate studies, doctoral studies, the Institute of Candidacy by citizens of the Kyrgyz Republic, foreign citizens, as well as remuneration of labor of scientific supervisors, teachers under the contract, in accordance with the established calculation;
Placement of information on the KNU website;
Correspondence with citizens and institutions on educational and organizational and legal issues of applicants working on candidate, doctoral dissertations, including those from foreign countries;
The Department may carry out other activities not prohibited by the legislation of the Kyrgyz Republic, participate in the development of implementation of educational, scientific, methodological and information programs aimed at improving the quality and competitiveness of the training system.
Participates in preparation of KNU annual report on scientific activity.
Conducts joint work with the Council of Young Scientists, conferences, meetings, seminars for faculty, graduate students and young scientists and participation in them.

Functional responsibilities of OAiD staff

In the structure OAiD include: the head of the department and a senior inspector.

To the position of the Head of the Department of OAiD is appointed a person who has an academic degree of doctor or candidate of sciences, scientific works, experience in scientific and organizational work for at least 5 years.
Appointment to the post of the head of OAiD and release from it in the established current labor legislation is carried out, by the order of the rector of KNU on the representation of the vice-rector for scientific work.
OAiD reports directly to the vice-rector for scientific work of KNU.

It is the responsibility of the OA&D superintendent to know:

  • Resolutions, regulations, orders and other guiding, methodological and normative documents concerning KNU activity;
  • scientific and technical problems of the relevant field of knowledge, science and technology, directions of development;
  • the procedure established in the industry for planning, financing, conducting and implementing research and development;
  • the procedure for conclusion and execution of contractual relations;
  • procedure for development and execution of reporting scientific and technical documentation;
  • the structure and capabilities of the university's laboratory and testing facilities;
  • provisions for copyright protection, training and staff development;
  • legal issues of registration of contractual relations when performing work under state (industry) orders and economic contracts with other organizations;
  • economic methods of management of scientific team activity;
  • basics of labor organization, production and management, organization of office work, Labor legislation of the Kyrgyz Republic;
  • rules on labor protection, industrial sanitation and fire safety.

Head of Department

  • Provides overall management of the activities of the OAiD.
  • Develops regulatory documentation for the department.
  • Participates in the preparation of consolidated reports on scientific activities of KNU in the Ministry of Education and Science of the Kyrgyz Republic;
  • Prepares information reports on scientific activity of KNU to statistical authorities and other organizations.
  • Compiles calculation of hours for faculty and supervisors of graduate students, doctoral students, and postdoctoral fellows.

Organizing:

  • Activity of subdivisions of the management of scientific policy and organization of scientific research to solve scientific and educational tasks facing KNU on the assignments of the vice-rector for scientific work.
  • Prepares for discussion of topics for doctoral and PhD theses and supervisors at the NTS.
  • Organizes courses, examinations for passing candidate minimums in foreign language, history and philosophy of science and Kyrgyz (state) language.
  • Selects faculty members to teach courses in preparation for candidacy examinations and submits to the Rector's Office for approval and charges hourly wages to instructors of graduate students, doctoral students, and postdoctoral fellows.
  • Admits applicants to full-time and part-time postgraduate studies and draws up the necessary documents according to the established procedure, submits them for consideration by the admission committee, and also participates in the organization of the work of the admission committee.

Annually forms an application for budgetary and non-budgetary places in postgraduate studies, doctoral studies, develops plans for admission of postgraduate students and doctoral students by specialties at the expense of budgetary and non-budgetary funds, schedules of entrance examinations and candidate examinations. Coordinates them with the vice-rector for scientific work, exercises control over their fulfillment.

  1. Ensures effective operation of admissions and examination committees.
  2. Draws up various reports on the work of the Department of Postgraduate and Doctoral Studies, provides the necessary information concerning the training of scientific personnel to the Vice-Rector for Scientific Work and NTS and higher authorities.
  3. Based on the results of the examinations, prepares draft orders on enrollment in full-time or part-time graduate school, as well as proposals for training, expulsion and reinstatement from graduate school.

Chief Inspector

  1. A person with higher professional education and work experience in this activity shall be appointed to the position of senior inspector of OAiD.
  2. The senior inspector of OAiD is appointed and released from his position in accordance with the current legislation on labor of KR, by the order of the rector of KNU on the representation of the vice-rector for science.
  3. The senior inspector of the department of postgraduate studies and doctoral studies of KNU should know:
  4. Current legislation, government resolutions and orders, guiding and normative materials on the training of scientific-pedagogical and scientific personnel;
  5. Rules and procedures for the design of dissertations and abstracts;
  6. The procedure for recording and processing of training documentation;
  7. Basics of office management;
  8. Labor Laws;
  9. Local normative acts of KNU:

Chief Inspector

  1. Provides ongoing assistance to the department head in organizing and managing the activities of the department.
  2. Notifies members of admission and examination committees, graduate students and applicants of the time and place of examinations.
  3. In conjunction with the department head, ensures the effective operation of admissions and examination committees.
  4. Organizes the development and recording of the implementation of individual study plans by graduate students and verifies the implementation of the individual plan of graduate students.
  5. Organizes the documents of postgraduate students and applicants to pass candidate examinations and prepare dissertations for the degree of candidate of sciences.
  6. Advises doctoral students, postgraduate students, and applicants on their rights and responsibilities, current rules and procedures for thesis and dissertation preparation.
  7. Compiles the schedule of classes, maintains personal files of postgraduate students, doctoral students and applicants.
  8. Maintains office records for the department of graduate studies and doctoral studies, as well as personal files of graduate students, doctoral students and applicants and computer operator work.
  9. Reporting

OAiD submits annual current reports on its activities to the NTS, MOiN KR, City Statistical Committee.

Rights

  • Familiarize themselves with the draft decisions of KNU management, concerning the activity of postgraduate studies, doctoral studies.
  • Participate in the discussion of issues related to the job duties performed by department members.
  • Submit proposals for improvement of OAiD's activities to the KNU management for consideration
  • Interact with the heads of all structural divisions of KNU.
  • Sign and sign documents within the scope of their competence.
  • Require KNU management to assist in the fulfillment of their job responsibilities and rights.

Responsibility

OA&D staff members are responsible for:

  1. For improper fulfillment or non-fulfillment of his/her official duties, stipulated by this job description - within the limits determined by the current labor legislation of the Kyrgyz Republic.
  2. For offenses committed in the course of its activities - within the limits defined by the current administrative, criminal and civil legislation of the Kyrgyz Republic.
