- GENERAL PROVISIONS
1.1. The Department of Scientometric Analysis (hereinafter referred to as the Department) is an administrative and managerial structural unit of the Zh. Balasagyn KNU (hereinafter referred to as the University, KNU).
1.2. These Regulations regulate the activities of the Department, define its tasks, functions, rights and obligations of employees.
1.3. In its activities, the Department is guided by the legislation of the Kyrgyz Republic, the charter and local regulations of the University, as well as this Regulation.
1.4. The activities of the Department are coordinated by the Vice-Rector for Research in accordance with the distribution of responsibilities established at the University (hereinafter referred to as the coordinating director).
1.5. The structure, number and staffing schedule, changes to the structure and staffing schedule of the Department are approved by the Rector of the University upon the submission of the coordinating director and the head of the department of scientometric analysis.
1.6. The job responsibilities of the Department employees and their working conditions are determined by employment contracts concluded with each employee, the University’s Internal Regulations and other local regulatory acts of the University, as well as job descriptions of the Department employees.
Job descriptions of employees are approved by the coordinating manager upon submission by the head of the Department.
1.7. The full name of the Department is the Department of Scientometric Analysis of the Zh. Balasagyn KNU. The abbreviated name of the Department is ONA.
1.8. The Department has its own Internet page (website) within the University’s corporate portal (website), created and maintained in accordance with the University’s regulations and providing up-to-date information on the Department’s activities.
1.9. In addition to its employees, the rector, the coordinating director, persons authorized by them to check the activities of the Department, as well as other persons in accordance with the legislation of the Kyrgyz Republic have the right of access to the Department’s documents.
1.10. These Regulations and amendments to them are approved by order of the University.
- MAIN TASKS
2.1. The main tasks of the Department are:
2.2. Monitoring and analysis of the publication activity of structural divisions and employees of KNU based on data from international scientific citation databases, collecting relevant statistics for submission to the management of KNU named after J. Balasagyn;
2.3. Conducting a bibliometric analysis on the development of publication activity of KNU named after J. Balasagyn;
2.4. Formation and updating of specialized lists of scientific journals and expert databases;
2.5. Ensuring correct display of KNU publication activity in international scientific citation databases;
2.6. Participation in the preparation of information materials on the problems of scientometrics and science assessment.
- FUNCTIONS
3.1. In accordance with the assigned tasks, the Department performs the following functions:
3.2. Carries out monthly downloads from international databases of information on new publications with affiliation with KNU and analyzes these data in the context of enlarged structural divisions of KNU using modern scientometric indicators;
3.3. Sends out lists of publications and analytics on publication activity to the Heads/Deans of structural divisions;
3.4. Conducts targeted weekly monitoring of publications with affiliation with KNU in the most prestigious journals indexed by international databases;
3.5. Participates in the development of rules and procedures for the appointment of incentive payments and the assessment of the publication activity of KNU employees, including the preparation and updating of lists of publishing houses and conferences taken into account when assigning academic bonuses;
3.6. Monitors the correctness of the display of KNU publication activity in international scientific citation databases and interacts with the technical staff of these databases in order to ensure the most correct and complete linking of publications to the official KNU profiles;
- RIGHTS AND RESPONSIBILITIES OF EMPLOYEES
4.1. The Department employees have the right to:
- request from other structural divisions of the University documents and information necessary for the Department to perform its functions, within the scope of its official duties;
- make proposals to the Head of the Department on improving the activities of the Department and the University;
- use computer, copying and other office equipment, communication equipment, as well as other material resources available at the University, necessary to ensure the activities of the Department.
4.2. The Department employees are obliged to: - maintain the confidentiality of information contained in the Department's documents;
- to improve and develop the activities of the University provided by the Department;
- to perform their assigned job responsibilities efficiently and in full;
- implement decisions of the Academic Council, orders and instructions of the University, instructions of the Rector of the University, Vice-Rector for Research, Head of the Department within the established timeframes.
5. MANAGEMENT
5.2. The Head of the Department exercises direct management of all activities of the Department and reports to the Vice-Rector for Research.
5.3. The head of the department performs the following duties:
- ensures the organization of the work of the Department, the fulfillment of the tasks and functions defined by this Regulation, as well as decisions of the Academic Council, orders, instructions of the University and instructions of the University management;
- exercises control over the activities of the Department employees;
- submits proposals to the Vice-Rector for Research on improving the activities of the Department and increasing the efficiency of its work;
- develops draft documents related to the organization of the Department’s activities;
- organizes advanced training for the Department’s employees together with the University divisions responsible for the specified area;
5.3.6. ensures the creation of optimal conditions in the workplace for highly productive, high-quality work;
5.3.7. monitors employees’ compliance with the legislation of the Kyrgyz Republic, the charter and local regulations of the University, including the University’s Internal Regulations, labor protection and safety regulations, and fire safety;
5.3.8. develops draft job descriptions for employees and submits them for approval to the Vice-Rector for Research;
5.3.9. ensures that office work is carried out in accordance with the procedure established by the University;
5.3.10. exercises other powers in accordance with local regulations of the University.
5.4. The Head of the Department has the right to:
5.4.1. require the Department employees to perform in full and at a high quality level the duties defined by their job descriptions;
5.4.2. demand that employees of the Department comply with the legislation of the Kyrgyz Republic, the University Charter, the University Internal Regulations, occupational health and safety regulations, fire safety, the implementation of decisions of the Academic Council, orders, instructions and other local regulatory acts of the University, and instructions of the University management;
5.4.3. request from the heads of other structural divisions of the University materials and information necessary for the performance of the tasks and functions assigned to the Department.
6. INTERACTION WITH OTHER STRUCTURAL UNITS OF THE UNIVERSITY
The interaction of the Department with other structural divisions of the University is determined by the tasks and functions assigned to it by this Regulation.
7. PROCEDURE FOR AMENDING THE DEPARTMENT REGULATIONS
7.1. Changes to this Regulation are made by order of the rector on changing the duties, functions or scope of work assigned to the department.
7.2. The department’s regulations will be reviewed and, if necessary, changes and additions will be made.
