Regulations on the preparation of a Doctor of Philosophy (PhD) / Doctor of Science
I. General Provisions.
Modern globalization processes set the domestic education the tasks of training competitive, practice-oriented specialists of the highest qualification taking into account the needs of the regional and international labor markets. In the process of implementing the reform of domestic education, it is necessary to rely on the fundamental principles of modern higher education: academic freedom of research and teaching, social responsibility of educational organizations and scientific institutions for strengthening the intellectual and professional level of citizens of the Kyrgyz Republic. Reforming domestic education involves updating the structure and content of educational programs, orienting them to international standards, to the introduction of comparable qualifications in the field of professional education, to the comparability of national qualifications frameworks. These processes led to the creation and development of truly modern postgraduate professional scientific and educational programs - PhD doctoral programs at the KNU named after J. Balasagyn.
The mission of PhD training is to prepare highly qualified scientific and pedagogical personnel of the new generation, to develop the academic community, scientists and teachers as a social group, to rejuvenate it, to bring it to international standards of quality of training and certification of scientists and teachers. As well as to generate new knowledge in the relevant areas of practical activity in order to contribute to the development of the economy of the Kyrgyz Republic, to promote the development of a research university, a research environment.
The role of the postgraduate professional scientific and educational program (PPNOP) — basic doctoral studies (PhD) in the profile in fulfilling the mission of KNU: "To promote the preservation and development of the scientific potential of the modern society, relying on classical academic traditions and advanced scientific achievements" — is one of the most significant among a number of other programs. PhD doctoral studies contribute to the preservation and development of the academic community, scientists as a social group, its rejuvenation. The PhD qualification is usually awarded before the age of 35, the active remainder of the scientist's life cycle can be devoted to work for society. KNU has always been a unique supplier of highly qualified scientific and pedagogical personnel. Currently, the requirements for the quality of education have been brought into line with international standards of the best foreign universities with a solid history of implementing PhD programs. At the same time, the scientific potential of KNU allows preserving the academic traditions of scientific mentoring and mentoring, the spirit of scientific research is maintained in the atmosphere of the scientific center.
The main users of the PNOP basic doctoral (PhD) profile are:
— the administration and scientific and pedagogical staff of KNU (teaching staff, research associates), responsible for the development, effective implementation and updating of the program, taking into account the achievements of science, technology and the social sphere in this area and level of training;
— doctoral students responsible for the effective implementation of their educational activities in mastering this scientific and educational program of KNU;
— associations of specialists and employers in the relevant field of professional activity;
— an authorized state executive body that ensures control over compliance with legislation in the system of higher and postgraduate professional education, carries out state regulation and licensing control in the field of higher and postgraduate professional education.
The purpose of introducing PhD doctoral programs at KNU is a logical transition to the completion of three-level training in higher education, approaching the best international standards of training and certification of researchers, creating new knowledge in
relevant to the field of practical activity, focusing on learning outcomes.
In addition, the goal of deeper integration of educational activities and scientific research is pursued. The principles of academic freedom and autonomy of universities, the urgent need to move the training of highly qualified personnel away from excessive standardization and regulation by the state played a significant role in updating PhD training programs.
Globalization processes have generated the need to introduce comparable qualifications in the field of professional education, comparability of qualifications, the need to ensure the competitiveness of domestic scientific and educational programs in international markets, both for the academic mobility of our citizens and for the development of export of educational services. In KNU, the goal is to create truly modern scientific and educational programs, practice-oriented postgraduate professional programs.
At the output we should receive a high-level specialist with professional competencies corresponding to the spirit of the times. An important goal is the training of professional scientific and pedagogical personnel of the highest qualification, which the Kyrgyz Republic needs.
The principles on which PhD doctors are trained are:
— a logical transition to the completion of three-level training in the system of higher professional education;
— the relationship between all three levels of higher professional education: bachelor’s degree, master’s degree, PhD doctoral studies;
— a high degree of academic freedom, both in the process of forming this scientific and educational program and in the process of its implementation;
— the principle of a practice-oriented educational and research program based on a competency-based approach;
— use of the credit system, as well as an individual educational trajectory, ensuring academic mobility;
— achieving the most advanced knowledge and specialized skills necessary to solve the most important problems in this area, as well as key competencies that shape the research personality;
- academic honesty and social responsibility;
— studying the experience of foreign countries in the development of scientific research in universities, bringing them closer to the best international standards of training and certification of research scientists.
Model of a graduate of the PNOP basic doctoral program (PhD) in the profile.
Graduate
- has the most advanced theoretical and practical knowledge in the chosen field, as well as in related fields;
- possesses the most advanced and specialized skills and methods, including synthesis and evaluation, necessary to solve the most important problems in the field of research and innovation, as well as to expand, rethink existing knowledge in the chosen field of science or professional practice, an interdisciplinary approach;
- demonstrates significant authority among colleagues, autonomy, innovativeness, scientific and professional integrity, and a sustained commitment to the development of new ideas or processes in the field of applied science or educational processes, including research;
— possesses universal competencies that form a research personality: creativity, the ability to lead a research team, as well as make decisions independently and take responsibility for them, communication skills, the ability to cooperate with colleagues, including foreign ones, pedagogical inclinations and effective mentoring, honesty and integrity, critical thinking and
the ability to express one's thoughts convincingly, in general, a high cultural and intellectual level.
The regulatory and legal framework for the development of the basic doctoral (PhD) program of study in the profile consists of:

II. Structure and content of the PNP PhD doctoral program.
General characteristics of the PNP basic doctoral program (PhD)/by profile.
The duration of the basic doctoral program (PhD) in the profile is 3 years. When studying according to an individual curriculum, the university may extend the period of study upon the recommendation of the program management for no more than 2 years. The program is taught full-time; the use of distance learning technologies is allowed.
Change of direction, equalizing courses
The period for mastering the basic doctoral program (PhD) in the profile in the event of a change in the educational direction, as well as conducting interdisciplinary research, can be increased by a decision of the program certification committee for six months in order to obtain prerequisites.
In order to integrate educational doctoral programs into the global educational space and improve the quality of interdisciplinary doctoral programs, it is permitted to train doctors of science in a profile with a change of direction, taking into account prerequisites (equalizing courses).
Upon admission, if the profile of the doctoral educational program coincides with the master's program, the results of the previous level of education in related specialties are recognized automatically;

• in the event of a partial mismatch between the profile of the doctoral educational program and the master's or specialist program, the doctoral student is assigned prerequisites (equalizing courses) to be mastered in the amount of 10 credits;
  — in case of admission to a doctoral educational program in interdisciplinary areas in the development of new innovative areas of science, in exceptional cases a complete change of direction is allowed, subject to completion of the necessary prerequisites (equalizing courses) for mastering in the amount of 30 credits.

1. Prerequisites (equalizing courses) are completed on a fee-paying basis before the start of doctoral studies.
2. The list of related areas is determined by the relevant PhD training program with the participation of departments in the relevant area, and is agreed upon with the structural unit of basic doctoral studies (PhD) in the profile at KNU, which carries out the training of PhD doctoral students.
3. The list and number of credits of prerequisites for PhD educational programs are determined by the corresponding PhD training program with the participation of departments in the corresponding area, and are agreed upon with the structural unit of basic doctoral studies (PhD) in the profile at KNU, which carries out the training of PhD doctoral students.
4. When establishing prerequisites for the relevant PhD program, the presence of similar disciplines in the transcript of the applicant entering the relevant or related educational PhD program is taken into account.
5. The planning and organization of the remedial courses is carried out on the basis of the curricula of the relevant PhD program.
6. Compensatory courses in the chosen specialty are conducted by specialists with a doctorate/candidate of science degree or the title of professor in the specialty in which the subject is taught.
   By decision of the program certification committee, the individual period for mastering the program may be reduced by no more than 1 year in the event of early completion of the curriculum.
   The total labor intensity of mastering the basic doctoral program (PhD) in the profile.
   The total workload of mastering the basic doctoral program (PhD) in the profile is at least 180 credits, of which at least 60 credits are allocated for studying academic disciplines. The workload of research work is at least 120 credits, including practices and internships of various purposes, as well as all types of certification, including public defense of a PhD dissertation. The full academic workload of one academic year corresponds to at least 60 credits and corresponds to at least 1800 academic hours per academic year. At the same time, during one semester, a doctoral student masters 30 credits.
   One credit is equivalent to 30 academic hours of a doctoral student’s academic work, including classroom work, research work, all types of internships/practices, and all types of certifications.
   Training sessions on the PNOP should be conducted primarily in active creative forms (case studies, business games, trainings, debates, round tables, seminars, etc.) using modern educational technologies.
   The organization of training in doctoral studies is based on a credit system. Each part of the training program is allocated a certain number of credits, which are credited to the student after its successful completion. The curriculum is structured, it consists of two parts: educational and research (Appendix 1 - typical curriculum). The educational part is aimed at obtaining the most advanced knowledge, developing competencies in the relevant disciplines, and mastering the methodology
   scientific research, according to the National Qualifications Framework. The content of the academic disciplines must cover the latest scientific knowledge in the field of study. Students take written exams in the disciplines they study. The learning process is carried out in the form of lectures, seminars, independent research and educational work, and consultations. ■
   The PNP PhD doctoral program at KNU is developed and implemented in areas and profiles.
   The programs of specialized doctoral studies are of an applied nature and are aimed at satisfying the needs of both academic and non-academic sectors for specialists with fundamental educational, methodological and research training for expert and analytical work in economic sectors, as well as scientific and pedagogical activities.
   The PNOP of postgraduate education contains equivalent educational and scientific research components, is formed from various types of work that determine the content of education, reflecting their relationship, measurement and accounting. The labor intensity of the educational and scientific work of students is determined by the amount of mastered material and is measured in credits.
   The content of the PPNOP includes:
   • theoretical training course;
   • a program of research work, including the completion of a dissertation;
   • practices (teaching, research);
   • midterm and final certification;
   • scientific internship.

The working curricula of the PNPP for the profiles are approved by the Rector of KNU.
The topics and scientific supervisors of doctoral dissertation research are reviewed and approved during the first three months of study. The topics of dissertation research are formed within the framework of the direction and profile in accordance with national priorities, dynamically changing market requirements and the latest
achievements of science.
Research work can be carried out according to an individual plan agreed upon between the doctoral candidate and the supervisor. Research work is assessed based on the candidate's publications for the PhD qualification, active participation in conferences and seminars, where doctoral candidates defend their research results. The dissertation must include a review of current scientific knowledge and the candidate's own scientific results of research work that have scientific novelty and practical significance. The dissertation consists of an analytical part, in which the candidate reflects his or her knowledge of the advanced level of the problem. In another part of the work, the candidate proposes new effective ways to solve the problems posed. The entire course of study ends with the defense of the dissertation, which is a form of final certification.
III. Research work of PhD students.
The work on conducting research and development work is organized by the structural unit of basic doctoral studies (PhD) in the profile at KNU in cooperation with departments in the relevant areas. They provide work of scientific seminars for doctoral students.
PhD students are approved for dissertation research topics (doctoral dissertations) in areas within the framework of scientific research programs carried out by scientific schools of KNU.
Scientific supervisors and topics of doctoral dissertations are reviewed and approved by the Scientific and Technical Council (STC) of KNU based on the submission of the structural unit of basic doctoral studies (PhD) in the profile.
The heads of the departments are responsible for the timely submission of candidates for PhD doctoral students’ scientific supervisors who meet the approved qualification requirements for consideration by the University Academic Council.
The responsibility for the discrepancy between the topic of the doctoral dissertation and the qualifications of the scientific supervisor, with the established requirements, which entailed the replacement of the approved consultant and/or re-approval of the topic of the doctoral dissertation, lies with the head of the direction.
During the first 2 months of study, PhD students, under the guidance of scientific advisers, develop and approve individual work plans, which include the following sections:
— individual educational plan;
— the topic of the dissertation with justification and structure;
— plan for completing the dissertation;
— individual plan for scientific research/experimental research work;
— plan of scientific publications;
— plan for completing internships.
Scientific supervisors participate in the development and approval of individual work plans for PhD students, direct their academic and research work, and are responsible for the timely, high-quality completion of all types of work by PhD students as provided for in the individual work plan.
The PhD student's scientific supervisors evaluate the doctoral student's preparation at least twice a year, make adjustments to his/her individual work plan if necessary, and communicate the relevant information to the structural unit of basic doctoral studies (PhD) in the profile at KNU.
An individual research plan is drawn up for the entire period of mastering the doctoral educational program, broken down by semesters and years. The research plan specifies the topic of the dissertation research, the direction of the research, the deadlines and the reporting form. The research plan of the doctoral student is approved by both appointed scientific supervisors of the PhD student. If necessary, the individual research plan can be updated annually.
The PhD student's plan for scientific publications should contain an approximate topic of publications, the names of scientific publications in which the work is planned to be published, and the timeframe for work on publications.
Individual work plans of PhD students are approved by the structural unit of basic doctoral studies (PhD) in the profile at KNU. In order to organize monitoring of academic activities, the individual work plan is transferred to both academic supervisors and is also stored in the structural unit of basic doctoral studies (PhD) in the profile at KNU in the doctoral student's personal file in the department of network master's and PhD.
The organization of research work of PhD students is carried out by the structural division of basic doctoral studies (PhD) in the profile at KNU, provided with highly qualified scientific and pedagogical personnel, the necessary laboratory research and scientific and methodological bases.
Supervisors must create all necessary conditions for the students to conduct research work (ensure access to the necessary sources and resources; provide assistance and provide comments, consultations and suggestions on the materials submitted in the process of completing the dissertation research; ensure, if necessary, that the students conduct research work in
third-party educational and scientific organizations; facilitate preparation for the presentation of the results of the research being conducted: resolve other issues that arise during the course of carrying out scientific research work).
The structural unit of basic doctoral studies (PhD) in the profile at KNU, which carries out the training of PhD doctoral students, must organize the research work of students within the framework of larger programs of theoretical and applied research and provide opportunities for testing and implementation of the obtained results.
Planning of research work of PhD doctoral students is carried out by semesters in accordance with the working curricula of educational programs. At the end of each semester, PhD doctoral students, during the midterm assessment of research, present a report on the results of the conducted research work at a meeting of the structural unit of basic doctoral studies (PhD) in the profile at KNU in the presence of scientific supervisors.
The research work of a PhD student includes:
- scientific research practice;
— scientific research (experimental research) work under the supervision of a scientific supervisor;
— visiting scientific missions (including participation in scientific conferences and seminars, foreign internships);
— preparation of scientific publications;
- writing a doctoral dissertation.
The PhD student's research work must:
- correspond to the main issues of the area in which the doctoral dissertation is defended;
- be relevant, contain scientific novelty and practical significance;
- be based on modern theoretical, methodological and technological achievements of science and practice;
- be reliable;
- be independent;
- be based on modern methods of processing and interpreting data using computer technologies;
- be carried out using modern scientific research methods;
— contain research (methodological, practical) sections on the main protected provisions.
The experimental research work of a PhD student in a doctoral program in the profile must:
- correspond to the main issues of the area in which the doctoral dissertation is defended;
- be relevant, contain scientific novelty and practical significance;
- be based on modern achievements of science, technology and production and contain specific practical recommendations, independent solutions to management problems of a complex, interfunctional nature;
— be carried out using advanced information technologies;
— contain experimental research (analytical, methodological, practical) sections on the main protected provisions.
The results of research and experimental research work at the end of each period of their passage are formalized by the PhD student in the form of a short report. Monitoring of research and experimental work is carried out by the structural unit of basic doctoral studies (PhD) in the profile at KNU.
The Basic Doctoral Studies (PhD) Unit supervises the implementation of all types of research work by PhD students.
Coordination and control of the research process of a PhD student by the basic doctoral (PhD) unit in the profile includes:
— preparation of orders for approval of doctoral dissertation topics and scientific supervisors of PhD students;
— drawing up schedules for scientific seminars for PhD students and monitoring the work of scientific seminars;
— monitoring the work of PhD students and scientific supervisors;
— organization of annual certification of research work of PhD students;
— monitoring the implementation of individual research work plans by doctoral students (publication of scientific results, preparation of a dissertation);
— monitoring the implementation of the interim certification of the research work of PhD doctoral students, analysis of the results of the interim and final certification of the research work of PhD doctoral students;
— organization and monitoring of the pre-defense and defense of doctoral dissertations.
A PhD student is allocated 90 credits to complete his/her research work: a scientific seminar and certification based on the results of research, including a scientific internship - 20 credits, completing a doctoral dissertation, including publications - 45 credits, pre-defense procedures and defense of the dissertation - 15 credits. The research work of doctoral students is organized without interruption from the educational process in semesters 1-2 of study, with interruption from the educational process - in semesters 3-6.
The results of the research work are presented by the doctoral student 1-2 times per semester at a scientific seminar and at the end of each semester of study are prepared in the form of a report, which is defended by the doctoral student at a meeting of the structural unit of basic doctoral studies (PhD) in the profile at KNU. Based on the results of the defense, the structural unit of basic doctoral studies (PhD) in the profile at KNU makes a decision on certification (not certification) of the doctoral student based on the results of work at the scientific seminar and mastering (not mastering) the corresponding number of research credits.
Certification of the results of the doctoral dissertation is carried out subject to the preparation by the doctoral student of:
— during the 1st semester of study — a detailed dissertation research project and part of a literature review on the dissertation topic;
— during the 2nd semester of study — a literature review and collection of some experimental (empirical) data on the topic of the dissertation research;
— during the 3rd and 4th semesters of study — completion (%) of sections of the dissertation work devoted to the collection and analysis of experimental (empirical) data;
— during the 5th and 6th semesters of study — completion (%) of sections of the dissertation work devoted to the processing, analysis and interpretation of the obtained data.
Certification of the annual results of a doctoral student's research work is carried out subject to the certification of the semester results of the research work, the completion of the approved plan for foreign internship for the corresponding year of study and the publication of:
— during the 1st year of study — at least 1 (one) article in scientific journals with a non-zero impact factor and/or 1 (one) publication in the proceedings of international conferences;
— during the 2nd year of study — at least 1 (one) article in scientific journals with a non-zero impact factor, indexed by the international systems Web of Science and Scopus and 1 (one) publication in the proceedings of international conferences;
— during the 3rd year of study — at least 1 (one) article in scientific journals with a non-zero impact factor, indexed by the international systems Web of Science and Scopus and 1 (one) publication in the proceedings of international conferences.
At the end of each academic year, the structural unit of basic doctoral studies (PhD) in the profile at KNU, based on information from the scientific supervisor about the results of research work performed by doctoral students, makes a decision on certification or non-certification of the doctoral student and his/her transfer to the next year of study.
The structural subdivision of basic doctoral studies (PhD) in the profile at KNU PhD monitors academic performance in research and development work and issues an order for admission to the final certification of research work - pre-defense and defense of a PhD dissertation.
IV. Procedure for awarding the qualification Doctor of Philosophy (PhD)/Doctor of Specialization
The qualification of Doctor of Philosophy (PhD)/doctor in the profile is awarded to doctoral students who have a higher professional education confirmed by a master's or specialist's diploma, who have completed training in a PhD scientific and educational program for at least 3 years and have successfully defended a PhD dissertation.
Requirements for the scientific supervisor of a PhD student.
Scientific supervisors are a scientific specialist or a group of scientific specialists appointed to carry out scientific supervision, control over the results and certification of educational activities and scientific research of doctoral students;
The dissertation is completed under the supervision of two scientific supervisors with a degree of at least PhD, one of whom must be a scientist from a foreign university. Scientific supervision can be carried out using distance learning technologies. The professional competence of the scientific supervisor is confirmed by at least two scientific publications over the past five years, in foreign and domestic scientific journals with a non-zero impact factor, indexed in the WEB of Science and Scopus databases, and speeches at authoritative scientific forums.
For a scientific supervisor from a foreign university, the procedure of nostrification of a diploma on the assignment of an academic degree is not required.
The PhD student's supervisor must:
- have organizational and analytical skills;
— participate in the development and approval of individual work plans for PhD students;
- assist the doctoral student in choosing a relevant topic for dissertation research;
- effectively and consistently organize work during the preparation of a PhD dissertation by a doctoral student;
- be responsible for the timely, high-quality completion of all types of work by PhD students, as provided for in the individual work plan;
- to exercise effective control over the schedule and quality of scientific research;
— interact with colleagues on issues of training PhD students, organize consultations on the profile of training PhD students;
- to responsibly approach the implementation of the instructions of the Rector and the management of the basic doctoral (PhD) department in the profile, concerning the preparation of PhD dissertations;
- have the skills of an effective mentor, applying ethical standards and interpersonal relations techniques in work communication.
The procedure for appointing scientific supervisors of PhD students.
The appointment of scientific supervisors of PhD students is approved by the order of the Rector based on the decision of the Scientific and Technical Council (STC) of KNU upon the submission of the basic doctoral (PhD) department in the profile, which is responsible for overseeing the training of PhD students.
In the absence of domestic scientific supervisors in the relevant field, it is permitted to attract a foreign scientific supervisor for the PhD student.
In the absence of foreign scientific supervisors in the profile, scientific supervision can be carried out by one scientific supervisor - a specialist of the relevant
profile, who has experience working at a foreign university and is actively working in the relevant field of science.
The responsibility for the implementation of the PhD student's individual work plan and the successful defense of the dissertation lies with the doctoral student and the academic supervisor in the profile.
In case of loss of the scientific supervisor for any reason, the issue of further scientific supervision of the PhD student is decided by the Scientific and Technical Council.
Evaluation criteria and requirements for a dissertation submitted for the qualification of Doctor of Philosophy (PhD) doctor in the field.
A dissertation is an independent scientific and qualification work, must meet the requirements for the structure and content of such works, must be written by the doctoral candidate alone, contain a set of new scientific results and provisions put forward by the author for public defense, have internal unity and testify to the doctoral candidate's personal contribution to science: an idea, a hypothesis, their experimental confirmation, a developed methodology or equipment, theoretical development of the obtained results, formulation of scientific provisions, etc.
A PhD/doctoral dissertation must be an individual scientific and qualification work, presented in the form of a specially prepared manuscript, the content of which meets one or all of the following qualification criteria:
- correspond to current issues that are of priority nature on a national scale;
- correspond to the profile in which the PhD dissertation is defended;
- be based on advanced theoretical, methodological and technological achievements of science, technology and production;
— contain specific practical recommendations, solutions to theoretical and/or applied problems;
— the results should be implemented at the institutional level and/or industry-wide.
The PhD dissertation is completed in compliance with the principles of independence, internal unity, scientific novelty, reliability, practical significance and academic honesty.
The principle of independence means that the dissertation is written independently and demonstrates the personal contribution of the author of the dissertation to science, the development of technology and engineering.
The principle of internal unity means that the dissertation has internal unity, all sections and provisions of the dissertation are logically interconnected; scientific provisions, obtained results and recommendations must correspond to the goals and objectives set in the dissertation. New solutions (principles, methods) proposed by the author are substantiated and assessed in comparison with known solutions.
The principle of scientific novelty means that the scientific results, provisions, recommendations and conclusions of the dissertation are new and the dissertation contains:
— new scientifically substantiated theoretical and (or) experimental results, the totality of which qualifies as a new scientific achievement or is of great importance for the development of specific scientific areas;
— or scientifically based technical, technological, economic or managerial decisions, the implementation of which makes a significant contribution to the development of the country's economy.
The principle of reliability means that the reliability of the results of the dissertation work is achieved through experimental verification of the theoretical provisions of the dissertation, as well as the consistency of one's own experimental data with the experimental data of other researchers and is obtained using
modern methods of scientific research and methods of processing and interpreting data using computer technologies (if applicable);
The principle of practical value of a dissertation means that a dissertation of applied value provides information on the practical use of the scientific results obtained by the author, confirmed by author's certificates, patents, certificates of intellectual property, acts of implementation in production and other official documents, and a dissertation of theoretical value provides recommendations on the use of scientific findings.
The principle of academic honesty means that the author of the dissertation respects the rights and legitimate interests of other authors.
Structure of PhD dissertation.
Structurally, a PhD dissertation consists of:

The volume of a doctoral dissertation is usually not less than 150 pages.
Scientific results, publications and provisions that were submitted by the doctoral student for the defense of the master's thesis may be submitted for the defense of the doctoral thesis, but must be improved. The doctoral student, the scientific supervisor, the chairman, the scientific secretary of the jury, as well as experts and official opponents are responsible for the quality of the presentation and the reliability of the research results.
The solutions to new problems proposed by the author in the dissertation must be substantiated and critically assessed by official opponents and members of the jury.
A PhD dissertation of applied (practical) significance must provide information on the use of the author's scientific results, supported by documents on the introduction of new quantitative and qualitative indicators on the advantages of the proposed technologies, product samples, and materials. A dissertation of practical significance must formulate recommendations on the implementation of scientific findings and results.
The design of the dissertation and dissertation abstracts must comply with the requirements established by this regulation.
In accordance with Article 19 of the Law of the Kyrgyz Republic “On the State Language of the Kyrgyz Republic”, the dissertation is written in the state or official languages.
Foreign citizens who are doctoral students are allowed, at their request, to write their PhD dissertation in English, with a translation into the official or state language provided.
The main content of the dissertation is published in scientific, scientific-analytical and scientific-practical publications. The main scientific results of the dissertation for the award of the qualification of Doctor of Philosophy (PhD)/Doctor in the profile are published in at least 2
(two) publications on the topic of the dissertation, in scientific journals with a non-zero impact factor indexed by the international systems WEB of Science and Scopus.
The topic of the dissertation must be related to national interests, state programs, priority areas of scientific development and/or programs of fundamental or applied research. The content of the dissertation, the goals and objectives set, and the scientific results obtained must strictly correspond to the topic of the dissertation.
PhD students are approved for dissertation research topics (doctoral dissertations) within the framework of scientific research programs carried out by scientific schools of KNU.
Orders on approval of scientific consultants and topics of doctoral dissertations are made in agreement with the heads of departments and the basic doctoral (PhD) division in the profile.
Scientific supervisors and topics of doctoral dissertations are reviewed and approved by the Scientific and Technical Council of KNU and by order of the Rector, no later than three months after admission to the doctoral program.
The heads of the departments are responsible for the timely submission of candidates for scientific supervisors of PhD students who meet the approved qualification requirements for consideration by the University’s Scientific and Technical Council.
The responsibility for the discrepancy between the topic of the doctoral dissertation and the qualifications of the scientific supervisor with the established requirements, which entails the replacement of the approved supervisor and/or re-approval of the topic of the doctoral dissertation, lies with the head of the direction.
Procedure for examination of PhD dissertation
The procedure for preparing for the defense of a PhD dissertation begins no later than three months before the end of the period of study in the basic doctoral program (PhD) in the profile.
To open the procedure for preparing for the defense of a PhD dissertation and its discussion, it is necessary to provide the first package of documents:
1) Application;
2) Transcript;
3) Characteristic (CV);
4) Dissertation (3 copies);
5) List of scientific publications, at least 2 articles in scientific journals indexed by the systems “Scopus”, “Web of science” (2 copies);
6) Copies/originals of publications
The basic doctoral (PhD) department carries out the following stages of examination of the PhD dissertation:
— examination of the PhD dissertation, conducted by a jury in parallel with public discussion;
— preliminary defense before the jury members is carried out at the place where the dissertation research is being carried out;
— public defense of PhD dissertation.
The PhD department organizes plagiarism checks according to the profile.
The originality of the text of the PhD dissertation must be:
— social sciences and humanities — at least 75 %;
— natural sciences, technical sciences, physical and mathematical sciences — not less than 85 %;
— medical, agricultural and biological sciences — not less than 88 %.
The verification of prepared dissertation research for the presence of plagiarism is carried out by the Department of Information Technology and E-Learning in accordance with the “Regulations on the procedure for checking written works for the presence of plagiarism in KNU”.
The discussion of the PhD dissertation must take place at a jury meeting at least 1 month before the pre-defense, at which 2 experts are appointed to examine the PhD dissertation.
The examination of a PhD dissertation lasts at least 1 month; upon completion of the examination, the jury members must provide a general expert opinion at least 10 days before the pre-defense of the doctoral dissertation.
The conclusion reflects the following questions:
1) approval of the topic of the dissertation research, in case of a change in the topic - justification for the change;
2) scientific guidance, in case of replacement – justification of the decision;
3) a PhD dissertation submitted for the first time or repeatedly, in the case of repeated submission – comprehensive information on eliminating comments on the PhD dissertation;
4) relevance of the chosen topic;
5) compliance of the content of the PhD dissertation with the title and profile of the program;
6) reliability of research results, validity of conclusions and recommendations;
7) the novelty of the scientific results submitted for defense;
8) scientific, practical, economic, social significance of the research results and information confirming this significance;
9) presentation of the scientific results of the dissertation research in published works, with an attached list and nature of publications;
10) personal participation of the author in obtaining the scientific results presented in the PhD dissertation.
The basic doctoral (PhD) department for the profile, in order to organize a public discussion of the PhD dissertation, posts the text on the university website, no later than two months before the preliminary defense. As a result of the public discussion, the doctoral candidate must receive at least two external reviews
Upon completion of the examination of the PhD dissertation by the jury and public discussion, the basic doctoral (PhD) department in the profile organizes a preliminary defense with the participation of jury members.
At the preliminary defense, the doctoral student presents:
1) feedback from scientific supervisors;
2) scientific publications with the results of dissertation research;
3) external reviews;
4) a public presentation outlining a brief summary of the dissertation research and its scientific results;
5) an extract from the minutes of the meeting of the department/section of the PhD program on the initial discussion of the dissertation.
The pre-defense of a doctoral dissertation is conducted by a jury (in an incomplete composition - 3 people) 2 months before the defense. 2 official reviewers are appointed for the pre-defense.
The jury appoints official reviewers from among competent scientists in the relevant field of science who have given their consent to this. Official reviewers may be scientists from abroad with a qualification of at least PhD.
In the case of a dissertation defense at the intersection of two areas, official reviewers are appointed for both areas.
Remuneration of reviewers is carried out in accordance with the time standards for the teaching staff of PhD programs, approved by the Rector of the University.
The official reviewers cannot be the chairman, deputy chairman and academic secretary of the jury that accepted the dissertation for defense, the applicant’s scientific supervisors, the applicant’s co-authors of published works on the topic of the dissertation, specialists who completed dissertation work under the supervision of a common scientific supervisor.
Official reviewers must be from different organizations.
The official reviewer, based on the study of the dissertation and published works on the topic of the dissertation, submits to the jury a qualified written review, which evaluates the relevance of the chosen topic, the degree of validity of the scientific provisions, conclusions and recommendations formulated in the dissertation, their reliability and novelty.
scientific and practical significance, and a conclusion is given on the compliance of the PhD dissertation with the criteria established by this Regulation.
The official reviewer is responsible for the objectivity and quality of the review prepared by him, as well as for compliance with the deadline for its submission set by the jury. Copies of reviews of official reviewers are given to the applicant no later than 10 calendar days before the defense of the dissertation.
An external review of a PhD dissertation may be given by the following organizations: scientific, research, scientific production, production organizations, institutions, higher education institutions, including those outside the republic, widely known for their achievements in the relevant field of science or economics, law, etc., capable of objectively determining the scientific and (or) practical value of the dissertation.
A review of a PhD dissertation reflects the significance of the author's results for science and production. A review of works of an applied nature should also contain specific recommendations for the use of the results and conclusions of the dissertation.
A copy of the review is given to the applicant no later than 10 calendar days before the dissertation defense.
Based on the results of the preliminary defense, the jury members make the following decisions:
— recommend a PhD dissertation for defense;
— recommend the PhD dissertation for defense after eliminating the comments;
— reject the PhD dissertation.
The doctoral student is given a period of three to six months to correct the comments.
PhD dissertations with corrected comments and implemented recommendations given during the preliminary defense at the place where the dissertation research was carried out, confirmed by the signatures of the jury members on the PhD dissertation approval sheet, are admitted to public defense.
For the dissertation, with the permission of the jury, an abstract must be printed as a manuscript, up to one printed sheet in size, for the humanities up to 1.5 printed sheets, in the same language as the dissertation, with a translation into the official or state language.
For dissertations written in the state language, the abstract is also published in the official language, to allow for external examination and promotion of scientific achievements.
The abstract should set out the ideas and conclusions of the dissertation, show the author's contribution to the research, the degree of novelty and practical significance of the research results. A list of published works strictly corresponding to the topic of the dissertation is provided.
The abstract of the thesis is given in the state, official and English languages. The text of the abstract should reflect in a concise form the object of the study, the purpose of the work, the research methods, the obtained results and their novelty, the degree of use or recommendations for use, the scope of application. The volume of the abstract should not exceed one page, however, it is not included in the volume of the thesis abstract.
The abstract is sent, by decision of the jury, to all members of the jury, organizations included in the list of mandatory and additional mailings, interested organizations and specialists no later than one month before the dissertation defense.
One copy of the dissertation accepted for defense and two copies of the abstract are transferred to the library of the KNU, where the doctoral student studied, no later than a month before the defense and are stored as a manuscript.
The procedure for the formation and work of the jury
The jury is a one-time expert group created by the university to conduct a preliminary and public defense of a PhD dissertation. For jury members who have diplomas of
When awarding an academic degree issued abroad, nostrification procedure is required.
To conduct the preliminary and public defense, a jury of at least 5 people is formed by order of the rector of the university.
The jury consists of:
- two opponents from other universities or scientific institutions, one of whom must be from abroad;
— representatives of other universities or scientific institutions.
Applicants for inclusion in the jury must be specialists with a PhD degree or higher, with scientific publications in domestic and foreign scientific journals over the past 5 years, including at least two publications in scientific journals with a non-zero impact factor indexed by the international systems Scopus and Web of Science.
At least 50% (fifty) members of the jury are representatives of other universities, scientific and (or) other organizations.
The jury consists of 50% (fifty) jury members who are permanent members, including the chairman, vice-chairman and scientific secretary.
— 0% (fifty) members of the formed jury are appointed on a one-time basis for the period of the doctoral student’s defense, depending on the topic of the doctoral research.
Scientific supervisors, as well as persons affiliated with the doctoral student or his scientific supervisor, are not appointed as temporary members of the dissertation council:
— close relatives — parents, children, adoptive parents, adopted children, brothers and sisters, grandfathers, grandmothers, grandchildren, spouse;
— employees of organizations with which the doctoral student or his/her supervisor has labor or other relationships that involve receiving financial or other resources from them;
— co-authors of articles and reviews published jointly over the past 3 (three) years.
Functions of the jury:
— acceptance of documents for dissertation defense;
— appointment of temporary members of the dissertation council, dates of defense and official reviewers;
— creation of a commission from among the jury members (hereinafter referred to as the jury commission) to check the dissertation for the use of borrowed material by the doctoral student without reference to the author and the source of borrowing (plagiarism);
— conducting a public defense of the dissertation;
— making decisions on the dissertation, objective assessment of the results of doctoral students’ research;
— awarding the qualification of doctor (PhD/doctor in the profile.
Jury members:
— provide objective, complete and reliable information;
— do not allow concealment of data related to the defense of the dissertation;
— respond to violations of scientific ethics;
- when making decisions, are free from the influence of public opinion, one of the parties or third parties;
— take measures to prevent and resolve conflicts of interest;
— in the course of their activities, they do not use rude, offensive expressions, accusations that damage the honor and dignity of other members of the council, doctoral students, scientific supervisors and official reviewers.
In the event that facts of non-compliance with the requirements specified in this paragraph are revealed, the jury member shall be excluded from its composition.
One month before the public defense, an announcement about the time and place of the defense is posted on the university website, indicating the topic of the PhD dissertation, information about the doctoral student and scientific supervisors.
The preliminary and public defense is formalized by the minutes of the jury meeting. The procedure for defending a PhD dissertation must be recorded on video.
The procedures for conducting and document flow of the public defense of a PhD dissertation are determined by the university.
To defend a PhD dissertation for the qualification of Doctor of Philosophy (PhD) of a doctor in the profile, no later than 10 calendar days before the defense, it is necessary to submit to the basic doctoral (PhD) department in the profile a package of documents:
— Feedback from the scientific supervisor;
— Feedback from the scientific supervisor (foreign consultant);
— Abstract — (100 copies);
— A list of the distribution of the abstract, certified by a postal seal, barcode, and also signed by the doctoral student and the academic secretary of the one-time dissertation council (2 copies);
— External reviews (2 copies);
— Reviews of abstracts (2 copies);
— Review by 1 official reviewer (2 copies);
— Review by the 2nd official reviewer (2 copies);
— Implementation certificates (2 copies)
The jury cannot conduct a dissertation defense if there are two negative reviews from official reviewers.
A jury meeting is considered competent if at least two thirds of its members participate in its work. An academic secretary with a qualification of at least a PhD is a member of a one-time jury and participates in voting on issues of awarding the qualification of Doctor of Philosophy (PhD).
The jury's decision on the issue of awarding the qualification of Doctor of Philosophy (PhD)/doctor in the profile is considered positive if at least two thirds of the council members who have the right to vote and who participated in the meeting voted for it.
The public defense of a doctoral dissertation for PhD should have the character of a scientific discussion and take place in an atmosphere of high demands, integrity and compliance with scientific ethics, while the reliability and validity of all conclusions and recommendations of a scientific and practical nature contained in the dissertation should be subject to circumstantial analysis.
In accordance with Article 19 of the Law of the Kyrgyz Republic “On the State Language of the Kyrgyz Republic”, the defense of a doctoral dissertation for PhD can be conducted in the state or official language.
Official reviewers are required to be present at the defense of the dissertation. As an exception, it is permitted to conduct the defense of the dissertation in the absence of only one of the official reviewers who gave a positive review of the dissertation for a valid reason (business trip, health reasons, family circumstances). In this case, the absent reviewer's review is fully announced at the jury meeting.
At the defense of the dissertation, by decision of the jury, it is possible for one reviewer, a member of the jury for the dissertation for the qualification of a PhD (due to health reasons, in the case of vacation, business trip and other reasons recognized by the jury as valid) to be present in a remote interactive (online) mode, subject to audiovisual contact with the participants of the meeting with the subsequent attachment of a video protocol.
The defense of the dissertation will not be conducted in the absence of two official reviewers, or in the absence of an official opponent who provided a negative review.
After the dissertation defence is completed, the jury conducts a secret vote on the issue of awarding the qualification of Doctor of Philosophy (PHO)/Doctor of Science.
Based on the jury’s conclusion, a decision is made to award/refuse to the doctoral student the qualification of Doctor of Philosophy (PHO)/doctor in the profile and the rector issues a corresponding order.
The conclusion reflects the most significant results obtained personally by the applicant, an assessment of their reliability and novelty, their significance for theory and practice, recommendations on the use of the results of the dissertation research, and provides qualified features of the work performed. A copy of the conclusion is issued to the doctoral candidate upon his request within a month.
Doctoral students whose PhD dissertations were rejected by the jury are considered to have failed to fulfill the individual plan and are subject to expulsion from the basic doctoral program (PhD) in the profile by order of the rector of the university upon the submission of the basic doctoral program (PhD) in the profile unit. In this case, the expelled doctoral students are issued an academic certificate (transcript) within two weeks on the basis of a personal application.
The jury's working materials are stored in the basic doctoral (PhD) department in the profile. The doctoral candidate becomes familiar with the jury's conclusion on the dissertation within one month after the decision is made to award/refuse the doctoral candidate the qualification of Doctor of Philosophy (PhD)/Doctor in the profile.
Persons who have been awarded the qualification of Doctor of Philosophy (DPhil)/Doctor in their field are issued state-issued diplomas signed by the Rector of the University.
The procedure for considering an appeal against a jury decision.
Based on the jury's decision, the doctoral student (applicant) has the right to submit a written appeal to the appeal committee against the jury's negative decision.
An appeal against a negative decision of the jury is submitted by the doctoral student (applicant) in any form to the rector of the university, within 2 (two) months from the date of the decision. The procedure for conducting an appeal is approved by the university independently in accordance with the provisions of this Regulation.
Within 10 (ten) working days from the date of filing the appeal, an appeal commission (hereinafter referred to as the Commission) is created by order of the rector. The Commission shall include 3 (three) specialists with an academic degree in the relevant specialty and a technical secretary (without the right to vote) from among the specialists of the basic doctoral (PhD) department in the profile of the university. Scientific supervisors, reviewers and jury members cannot be members of the commission.
The Commission in its activities is guided by the provisions of this Regulation.
The commission reviews the appeal statement, the dissertation, the materials of the dissertation council for the defense of the PhD dissertation, prepares a conclusion on the results of the appeal and makes a decision within 30 (thirty) calendar days from the date of its creation.
The decision of the Commission is taken by open voting, by a majority of votes and signed by all its members.
The decision and conclusion of the Commission are sent to the PhD department within 15 (fifteen) calendar days for reconsideration by the jury. The jury's decision on the appeal is final and is communicated to the doctoral student (applicant).
The jury's decision on the appeal issue is communicated to the doctoral student (applicant) within 5 (five) days from the date of its adoption and is posted on the university website.
In case of disagreement with the final decision of the commission on the issue of refusal to award the qualification of Doctor of Philosophy (DPhil)/Doctor in the profile, the decision can be challenged in court.
V. Relations with the authorized state body ensuring control over compliance with legislation in the system of higher and postgraduate professional education
Doctorate is the third cycle of professional education, which has a structural definition of research and education in intradisciplinary or interdisciplinary programs. A distinctive feature of the doctorate is that
the program is not static, the fundamental principles of the program are the ability to develop, focused on the dynamics of the labor market. The prestige of the doctorate is in rapid progress throughout the world.
Scientific schools of institutions applying for opening of PhD doctoral studies. must be recognized on a national or international level. The indicator of recognition is publications of at least 50% from the number of teaching staff with academic degrees, in scientific journals with a non-zero impact factor, as well as international and domestic projects carried out jointly with foreign partners.
The authorized state body in the field of education develops licensing requirements for PhD programs, as well as the form of the state diploma. This provision secures the right of universities to the "final verdict" in terms of awarding academic degrees.
The state regulator carries out the licensing procedure, regulates the procedure for opening doctoral PhD programs in universities, keeps records of specialists who have received the PhD qualification in the Kyrgyz Republic, nostrifies specialists who have received the PhD qualification abroad, and also carries out international activities on the recognition and comparability of the PhD qualification obtained in the Kyrgyz Republic. In addition, the state regulator develops minimum requirements for accredited educational programs for the preparation of a PhD / doctor of philosophy in the profile. The procedure for independent international accreditation is carried out through a tender between various independent accreditation agencies. Accreditation is carried out in order to control the quality of programs, the presence of ethical rules in the programs, compliance with the requirements for such programs, as well as to promote the recognition of these programs at the state and international levels.

The title page of the dissertation should indicate: the name of the organization where the PhD dissertation was prepared, the full name of the applicant, the topic of the dissertation, the code and name of the educational field, the year and city of preparation of the work. The title page is included in the general numbering of the pages of the dissertation. The page number on the title page is not indicated. The title page must contain the signatures of the scientific supervisors.

Contents, which includes a complete list of chapters and paragraphs with their exact titles and corresponding page references.

Introduction, which must contain the following structural elements:
— Relevance of the research;
— Development of the topic;
— Goals and objectives;
— Scientific novelty of not only the results of the work, but also the research methods;
— Theoretical and practical value of the work;
— Methodology;
— Testing of research results.

The main part, which consists of at least three chapters. The main part of the dissertation (pages are numbered with Arabic numerals).

Main body chapters (3-5 chapters) with brief and clear conclusions for each chapter.

Font - Times New Roman, font size - 14, spacing - 1.

The text of the dissertation should be printed with the following margin sizes: right - 10 mm, top and bottom - 20 mm, left - 30 mm.

The saturation of letters and symbols should be uniform within the line, page and the entire dissertation. The text is placed on one side of an A4 sheet.

The text is aligned to width without hyphenation.

Paragraph indentation - 1.0 (4 characters).

Pages are numbered in Arabic numerals, which are placed at the bottom and in the middle of the page. The numbering is continuous, from the title page to the end of the bibliography (the title page is not numbered, page 2 follows sequentially).

The introduction, each chapter, and conclusion should start on a new page.

The names of the structural elements of the dissertation (table of contents, introduction, list of tables, list of illustrations, chapters) should be written in capital letters, i.e. in uppercase letters, highlighted in bold and formatted centered.

Dots are not placed at the end of the names of structural elements and subsections.

The work must necessarily contain references to the sources used. References must be given in the text in brackets. For example, [1, p.5]. References must be continuous throughout the dissertation, and the reference given must correspond to the numbering of the bibliography.

A conclusion containing the results of the work performed during the research, general conclusions on the topic being developed, development prospects and their practical application.

Section of symbols and terms.

List of references or bibliography. The list of references must be formatted in accordance with the following requirements:
— literature must be listed as it is used in the dissertation;
— at the end of the list, sources may be given that were not referenced in the work, but which were used in the process of writing the work;
— the bibliographic list must include at least 100-150 titles.
The dissertation contains references to:
— sources of cited materials or individual results with indication of full output data;
— security documents for developments obtained by the author independently or in collaboration;
— scientific works on the topic of the dissertation, completed by the author independently or in co-authorship.
— in the case of using borrowed material without reference to the author and source of borrowing (hereinafter referred to as plagiarism), the dissertation council or jury makes a negative decision without the right to re-defend.

Appendices. All graphs, tables, maps, formulas, drawings, photographs and other illustrative materials are added to this section. Appendices are arranged in the order of references to them in the text of the work, designated with Arabic numerals, in accordance with the sections where they were mentioned.

Tables used in the work must be numbered and titled, and units of measurement of statistical indicators must be indicated. Tables must be numbered continuously throughout the dissertation.

Illustrations (pictures, graphs and diagrams) used in the work must be titled "Figure", numbered and titled. The numbering of illustrations must be continuous throughout the dissertation.

General Provisions

The PhD program is a professional postgraduate scientific and educational program (PPNEP), which provides graduates with the 8th level qualification in accordance with the National Qualifications Framework (NQF) of the Kyrgyz Republic, subject to the successful defense of a PhD dissertation, the 3rd level of higher professional education.

The training of a researcher within the framework of PhD programs with learning outcomes according to the NQF KR assumes a very high level of independent work of doctoral students: in educational disciplines (5 credits according to the standard curriculum) - not less than 75%, in language training - not less than 65%, in scientific work - not less than 85%.

PhD programs implement an individual educational trajectory for students, according to which the student determines the list, number and sequence of studying academic disciplines during the calendar period of study in PhD doctoral studies.

The workload of all types of doctoral work is determined in ECTS credits, with 1 ECTS credit equal to 30 academic hours, 1 academic hour being 50 minutes.

When organizing the educational process for PhD programs, the method of "immersion in the discipline" is used, i.e. the educational process is structured in such a way that the educational dominant is maintained for several days. At the same time, so that "immersion" in one discipline does not become tiring for students, various types, forms of activity, learning technologies are used, such as distance learning technologies, interactive teaching methods, as well as a hybrid learning format (online + offline).

REGULATIONS FOR TRAINING AT PPNOP PhD DOCTORANTURE

1. General Provisions
   1. The regulations govern the rules for organizing the educational process and research work in the postgraduate professional scientific and educational program (PPNOP) PhD doctoral studies.
   1. The goal of the PNPP PhD doctoral program is to ensure an optimal balance between the educational part and research activities in the process of training a PhD doctoral student, to promote high-level scientific, educational and methodological training. At the same time, the main component of the content of PhD training should be advanced knowledge acquired in the course of original research.
   1. The PhD doctoral program is the third level of higher professional education, implemented on the basis of a license for the right to conduct educational activities in the relevant areas of PhD doctoral studies, and relates to the training of highly qualified scientific and pedagogical personnel.
2. Admission to PhD doctoral studies
   1. Admission to PhD doctoral studies is carried out in accordance with the “Rules for admission to basic doctoral studies (PhD/by profile) of the Kyrgyz National University named after J. Balasagyn” for the relevant period (see Appendix G).
   1. Applicants to doctoral studies submit to the university the documents listed in the “Rules for admission to the Basic Doctoral Studies (PhD/by profile) of the Zh. Balasagyn KNU” (see Application 1).
   1. The main criteria for admission to PhD doctoral studies are the level of acquired competencies from the previous level of education.
   1. Applicants with a Master's degree or higher professional education with the qualification of Specialist are accepted to the PhD doctoral program. Foreign applicants must also have the appropriate level of professional education and register on the website of the Ministry of Education and Science of the Kyrgyz Republic.
   1. Doctoral studies are carried out only on a full-time basis on a fee-paying basis, in accordance with the “Agreement on the provision of paid educational services at KNU named after Zh. Balasagyn” (See Appendix 2).
   1. Admission can take place twice a year.
   1. For competitive selection, no later than 1 month before the deadline for submitting documents, an announcement of admission to the PhD program of the KNU named after J. Balasagyn is published in the media, indicating the educational areas of the programs and the deadline for submitting documents.
   1. Admission of persons to the PhD doctoral program of KNU named after J. Balasagyn is carried out on a competitive basis based on the results of entrance examinations in the form of an interview.
   1. Applicants to doctoral studies must pass entrance examinations in the form of an interview in English and the chosen educational field.
   1. For the period of entrance examinations and admission to the PhD doctoral program of KNU named after J. Balasagyn, an attestation committee is created at the university. The attestation committee is formed from among highly qualified scientists of the relevant fields, as well as the responsible secretary of the university's admissions committee, the head of the PhD structural unit and the technical secretary.

The composition of the certification committee and its work schedule are approved by order of the rector of the university.

• Retaking entrance examinations is not permitted.
  • .IN In order to comply with the requirements and resolve contentious issues, an appeals commission is created. The composition of the appeals commission and the procedure for its work are approved by order of the rector.
  • .3 enrollment in the number of doctoral students is carried out by the Admissions Committee on a competitive basis by order of the Chairman of the Admissions Committee of KNU named after Zh. Balasagyn.

• with an individual work plan for the doctoral student;

with these regulations;

• with the “Regulations on the scientific and pedagogical practice of doctoral students (PhD) at the KNU named after J. Balasagyn”;
• with the “Regulations on foreign internships of doctoral students (PhD) at KNU named after J. Balasagyn”;
• with the “Regulations on scientific research practice (PhD) at KNU named after J. Balasagyn”.
  • The official languages of the PhD program at KNU named after J. Balasagyn are Russian and English.
  • The qualitative composition of the teaching staff for the PhD doctoral program is 100 % with a degree (PhD, PhD, Doctor of Sciences), with exceptions being language disciplines.
  • Planning and organization of educational activities is carried out on the basis of curricula. Curricula for the PhD program are divided into basic, working and individual.
  • The basic curriculum (BCP) is developed for a specific educational direction of the PhD program and approved by the scientific and technical council (STC) of the university. The BCP determines the workload of each academic discipline of the basic part and each type of educational activity (practice, research work, writing and defending a PhD dissertation, internship) in credits, and the elective part for each cycle of academic disciplines is indicated by the total number of credits.
  • In addition to the BUP, a catalogue of elective component disciplines is developed annually by academic consultants of the areas.

The catalogue reflects the prerequisites and postrequisites of each academic discipline, which should provide doctoral students with the opportunity to choose alternative elective courses.

• The working curriculum (WC) is developed for the academic year based on the BUP of the PhD program and approved by the rector of the university or the supervising vice-rector.

The RUP defines the list of disciplines for the academic year and their workload, the order of study, types of classes and forms of control, as well as other types of educational activities. The RUP serves as the basis for drawing up a class schedule and calculating the workload of the teaching staff.

• Based on the BUP and the catalogue of elective disciplines, the doctoral student develops an individual curriculum (IEP). The IEP defines the individual educational trajectory of the doctoral student. The doctoral student studies on the basis of the IEP, which is developed with the participation of the academic supervisor. The doctoral student's IEP is compiled for the entire period of study, can be updated annually if necessary, and includes the following sections:
• study of academic disciplines;
• research work (approval of the topic of the doctoral dissertation with justification and structure at the Scientific and Technical Council, a plan for scientific publications, internships, including foreign ones, a plan for completing the PhD dissertation, various types of practical training);
  • The structure, form and content, the order of control of all academic disciplines are determined by the syllabi of these disciplines. When developing a syllabus of an academic discipline on a PhD program, the teacher has a high degree of academic freedom.
  • The duration of study in PhD doctoral studies is at least 3 years, the total workload of the program is 180 credits or 5400 academic hours.

In exceptional cases, the term may be extended in accordance with the “Regulations on the preparation of a Doctor of Philosophy (PhD) / Doctor of Science” of the KNU named after J. Balasagyn”.

3.12. Academic years in the PhD program of the KNU named after J. Balasagyn are calculated in calendar years, the academic year consists of two academic semesters: spring and autumn.

• When choosing a form of training, preference is given to the use of the immersion method, the presence of a large proportion of online training, and in some cases, a hybrid form of online+offline;

3.13. The formation of study groups depends on the disciplines. A number of methodological disciplines (Methodology of Scientific Research, Academic English, etc.) are taught jointly to all areas in a stream; disciplines of narrow specialization, both compulsory and elective, are taught to groups in formed areas.

• A number of academic disciplines can be taught in English.
  • The labor intensity of all types of work is calculated based on the volume of material mastered and is measured in credits, which are units of measurement of the labor costs of doctoral students necessary to achieve specific learning outcomes.
  • The volume of scientific and educational work of a doctoral student is measured in credits. 1 credit is equal to 30 academic hours, 1 academic hour is equal to 50 minutes.
  • Classroom classes are held for no more than 6 academic hours per day, six days per week, in accordance with the basic curriculum. Educational activities are allocated 60 credits out of 180, the rest of the time is entirely devoted to research work (R&D).
  • Not only in research but also in educational activities there is a large share of independent work by the doctoral student;
  • There is a large number of hours for different types of practice (scientific and pedagogical, scientific research practice (colloquium), foreign internship);
  • When planning the volume of scientific and educational work, time costs are calculated on the basis of the “Time standards for planning and accounting for the teaching load of the teaching staff of the Kyrgyz National University named after J. Balasagyn”.
  • Structurally, academic work consists of educational activities, research work, scientific and pedagogical practice, research practice, foreign internship and final state certification, in accordance with the academic calendar. (see Appendix 3).
  • As part of the research work, the individual work plan of the doctoral student provides for an internship abroad lasting at least 1 month.
  • The final goal of the doctoral student's research work is a PhD dissertation, the defense of the dissertation is the final state certification. The topic of the PhD dissertation is determined on the basis of its relevance and the doctoral student's existing background no later than three months from the beginning of the calendar term of doctoral studies. The requirements for the content and design of the dissertation, as well as for admission to the defense are determined by internal regulations of KNU named after Zh. Balasagyn.
  • Within three months from the beginning of the calendar term of doctoral studies, the doctoral student is assigned scientific supervisors to manage scientific research activities. There may be two supervisors, one of them abroad, in exceptional cases one of the leading scientists, the leaders of the scientific school.

The topic of the dissertation research and the scientific supervision of the doctoral student are approved by the scientific and technical council of the KNU named after J. Balasagyn.

• The academic achievements of doctoral students are recorded on the university’s educational portal – AVN.

IV. Organization and control of the educational process.

• The organization, management and control of the educational process in PhD doctoral studies is assigned to the Department of Network Master's Degree (CIS, SCO) and PhD of KNU named after J. Balasagyn. The responsibility for PhD training within the department lies with the head of PhD programs at KNU named after J. Balasagyn.

Each area has an academic consultant whose job it is to resolve issues related to the narrow specialization of the area.

• The Department of Network Master's Degree (CIS, SCO) and PhD of KNU named after J. Balasagyn organizes recruitment for PhD programs, conducts career guidance work, organizes and controls the educational process, as well as the final state certification (IGA), and prepares the regulatory framework for the program.
  • Registration of doctoral students is carried out by the department, for each doctoral student an "Individual educational plan" is maintained in accordance with the Academic calendar and individual educational trajectory. Registration for participation in educational disciplines is carried out by specialists of the Department of SM (CIS, SCO) and PhD, as well as by them

Dispatching functions are carried out, attendance and discipline are monitored.

Upon completion of the academic semester and/or academic year, the supervisor of doctoral training organizes monitoring of the academic achievements of the doctoral student; in addition to examination reports, a developed individual curriculum is submitted for monitoring with a recommendation from the supervisor to “transfer to the next year of study” or with another decision.

• If necessary, the PhD department can issue a transcript of the established form to the doctoral student.
  • Assessment of students' knowledge in PhD doctoral studies is carried out on a twenty-point system. (see Appendix 5).
  • At the end of the academic year, based on the results of monitoring, the rector orders the transfer of the doctoral student to the next year of study.
  • In accordance with the "Regulations on the procedure for organizing postgraduate professional education (basic doctoral studies (PhD)/no profile) and awarding the qualification of Doctor of Philosophy (P11O)/doctor in the profile of the CR", a doctoral student is obliged to publish at least 2 scientific articles during the training period, reflecting the scientific results of the dissertation research, in scientific journals with a non-zero impact factor, indexed by the international systems Web of Science and Scopus. Professional competence

The scientific supervisor's qualifications are confirmed by at least two scientific publications over the past five years, in foreign and domestic scientific publications with a non-zero impact factor, indexed in the Web of Science and Scopus databases, and speeches at authoritative scientific forums.

• The final state certification of doctoral students is carried out in the form of defending a PhD dissertation in accordance with the “Requirements for a PhD dissertation at KNU named after Zh. Balasagyn”, as well as with the “Procedure for defending a PhD dissertation at KNU”.

Requirements for PhD dissertations and defense procedure.

1. Requirements for PhD dissertations
   1. PhD dissertation - This is a qualifying work representing an independent scientific study, containing new scientific results and testifying to the author’s personal contribution to science.
   1. PhD studies end with the defense of a dissertation. The dissertation is presented in one of the official languages of the program: Kyrgyz, Russian or English. The public defense is in the nature of the final state certification.
   1. The main scientific results of a dissertation for the degree of Doctor of Philosophy (PhD)/Doctor of Science in the Kyrgyz Republic are published in at least two articles on the topic of the dissertation in scientific, scientific-analytical and scientific-practical publications with a non-zero impact factor, indexed by the international systems Scopus or Web of Science.
   1. The dissertation work is carried out under the supervision of a scientific supervisor and scientific co-supervisor, appointed by order of the rector of the university after consideration and approval at the scientific and technical council. To carry out scientific supervision and control the implementation of the individual educational trajectory of doctoral students, doctors, candidates and PhDs of the relevant educational areas are involved. The scientific co-supervisor, as a rule, must be a scientist from abroad. Scientific supervision can be carried out using distance learning technologies.
   1. The professional competence of the scientific supervisor is confirmed by at least two scientific publications over the past five years in foreign and domestic scientific journals with a non-zero impact factor, indexed in the Scopus or Web of Science databases, and speeches at authoritative scientific forums.
   1. In the absence of foreign scientific supervisors in the profile, scientific supervision can be carried out by one scientific supervisor - an authoritative scientist of the relevant profile - the head of a scientific school, currently actively working in the relevant field of science.

For a scientific supervisor from abroad, the university does not require undergoing the procedure of nostrification of the diploma on the assignment of an academic degree.

1. Writing requirements PhD dissertations
   1. The topic of the dissertation must be related to priority areas of scientific development and/or state programs or programs of fundamental or applied research. The content of the dissertation, the goals and objectives set, and the scientific results obtained must strictly correspond to the topic of the dissertation.

The dissertation is approved by the scientific and technical council of the PhD named after Zh. Balasagyn simultaneously with the scientific supervisor. The topic of the dissertation must be approved within five months from the beginning of the calendar term of doctoral studies.

• A PhD dissertation must meet the following requirements: correspond to current issues that are of priority nature on a national scale;
• correspond to the profile in which the PhD dissertation is defended; be based on advanced theoretical, methodological and technological achievements of science, technology and production;
• obtain specific practical recommendations, solutions to theoretical and/or applied problems;
• The results should be implemented at the institutional level and/or industry scale.
  • The dissertation is completed in compliance with the principles of independence, internal unity, scientific novelty, reliability and practical value, and academic honesty.

The principle of independence means that the dissertation is written independently and testifies to the personal contribution of the author of the dissertation to science, the development of technology and engineering.

The principle of internal unity means that the dissertation has internal unity, all sections and provisions of the dissertation are logically interconnected; scientific provisions, obtained results and recommendations must correspond to the goals and objectives set in the dissertation. The new solutions (principles, methods, recommendations) proposed by the author are substantiated and assessed in comparison with known solutions.

The principle of scientific novelty means that the scientific results, provisions, recommendations and conclusions of the dissertation are new and the dissertation contains:

new scientifically substantiated theoretical, practical or experimental results, the totality of which qualifies as a new scientific achievement or is of great importance for the development of specific scientific areas;

— new scientific, scientifically based technical, technological, economic or management solutions, the implementation of which makes a significant contribution to the development of the country, economy and business.

The principle of reliability means that the results of the dissertation work were obtained using modern methods of scientific research and methods of processing and interpreting data using digital technologies (if applicable).

The principle of practical value dissertations means that a dissertation of applied significance provides information on the practical use of the scientific results obtained by the author, confirmed by author's certificates, patents, certificates of intellectual property, acts of implementation in production and other official documents, and a dissertation of theoretical significance provides recommendations on the use of scientific findings.

The principle of academic honesty means that the author of the dissertation respects the rights and legitimate interests of other authors. It is ensured by passing through the anti-plagiarism system.

In case of using borrowed material without reference to the author and source of borrowing (hereinafter referred to as plagiarism), the dissertation council or jury makes a negative decision without the right to re-defend.

• The volume of the dissertation is 100-130 pages.
• Procedure of examination PhD dissertations
  • The PhD dissertation is submitted to the structural unit of the university that oversees the organization of training in basic doctoral studies ( ) in the profile) no later than three months before the end of the calendar year

period of study in basic doctoral studies (PhD)/no profile).

• The Basic Doctorate (PhD)/no profile) unit organizes plagiarism checks. The originality of the PhD dissertation text must be:
• social sciences and humanities - at least 75 %;
• natural sciences, technical sciences, physical and mathematical sciences - not less than 85 %;
• medical, agricultural and biological sciences - not less than 88 %.
  • The Basic Doctoral Studies (PhD)/no profile) unit carries out the following stages of PhD dissertation examination:
• examination of the PhD dissertation, conducted by a jury in parallel with public discussion;
• preliminary defense before members of the jury at the place where the dissertation research is being carried out;
• public defense of PhD dissertation.
  • The Basic Doctoral Studies (PhD)/no profile) unit, in order to organize a public discussion of the PhD dissertation, posts the text on the university website no later than two months before the preliminary defense. As a result of the public discussion, the doctoral candidate must receive at least two external reviews.
  • Following the examination, the jury members must present a conclusion on the PhD dissertation. The conclusion reflects the following questions:
• approval of the topic of the dissertation research, in case of a change in the topic - justification of the change;
• scientific guidance, in case of replacement - justification of the decision;
• the PhD dissertation is submitted for the first time or repeatedly, in case of repeated submission – comprehensive information on eliminating comments on the PhD dissertation;
• relevance of the chosen topic;
• compliance of the content of the PhD dissertation with the title and profile of the program;
• reliability of research results, validity of conclusions and recommendations;
• novelty of scientific results submitted for defense;
• scientific, practical, economic, social significance of the research results and information confirming this significance;
• presentation of the scientific results of the dissertation research in published works with an appendix of the list and nature of publications;
• personal participation of the author in obtaining scientific results presented in the PhD dissertation.
  • Upon completion of the PhD dissertation examination by the jury and related discussion, the PhD unit organizes a preliminary defense with the participation of the jury members. The procedures and schedule of the preliminary defense are determined by the PhD unit and are also provided by the Academic Secretary of the JEJ-
  • At the preliminary defense, the doctoral student presents:
• reviews from scientific supervisors in the language in which the dissertation was written;
• scientific publications with the results of dissertation research;
• ) external reviews:
• a public presentation outlining a brief summary of the dissertation research and its scientific results.

4A Based on the results of the preliminary defense, the jury members may make the following decisions:

D) recommend a PhD dissertation for defense;

• recommend a PhD dissertation for defense after eliminating the comments:
• reject PhD dissertation.

The doctoral student is given a period of three to six months to correct the comments.

• PhD dissertations with corrected comments and implemented recommendations given during the preliminary defense at the place where the dissertation research was carried out, confirmed by the signatures of the jury members on the PhD dissertation approval sheet, are admitted to public defense.
• The procedure for the formation and work of the jury
• 1. The jury is an expert group created by KNU named after J. Balasagyn to conduct preliminary and public defense of a PhD dissertation, in the form of a one-time council for the defense of a specific doctoral student. For jury members who have diplomas on the award of an academic degree issued abroad, the nostrification procedure is not required.
• To conduct preliminary and public defense, a jury is formed by order of the rector of the university. The jury consists of a permanent and variable composition, numbering seven people.

The permanent jury consists of:

1. head of PhD training at KNU;
2. Academic Secretary of the PhD program;
3. academic consultant for the relevant⁷ direction.

The jury will be composed of:

1. two opponents from other universities or research institutions, one of whom must be from abroad;
2. leading expert in the relevant field;
3. supervisor of a doctoral student.

Applicants for inclusion in the jury must be specialists with a degree of at least Doctor of Philosophy (PbO)/Doctor of Science in their field, with scientific publications in domestic and foreign scientific journals over the past 5 years, including publications in scientific journals with a non-zero impact factor indexed by the international systems Scopus or Web of Science.

• One month before the public defense, an announcement about the time and place of the defense is posted on the university website, indicating the topic of the PhD dissertation, information about the doctoral student and scientific supervisors.
  • The preliminary and public defense is formalized by the minutes of the jury meeting. The procedure for defending a PhD dissertation must be recorded on video.
  • 11The procedures for conducting and document flow of the public defense of a PhD dissertation are determined by the university.
  • Doctoral students, due to the presence of an individual educational trajectory, have the right to defend their dissertation early, but not earlier than six months before the end of the calendar term of doctoral studies. At the same time, the doctoral student must fully complete the curriculum by the time of early defense.
  • A doctoral student, if he or she has a well-founded argument, has the right to postpone his or her defense for no more than a year, provided that the rest of his or her educational plan is completed in the approved manner.
  • At the end of the defense, based on the jury's vote, a decision is made to award/refuse the doctoral degree to the student. The rector will issue a corresponding order.
  • Doctoral students whose PhD dissertations were rejected by the jury are considered to have failed to complete the individual curriculum and are subject to expulsion from the basic doctoral program (PhD)/no profile) by order of the rector of the university upon the submission of the basic doctoral program (PhD)/no profile) department. In this case, the university issues an academic certificate (transcript) to the expelled doctoral students on the basis of a personal application. в within two weeks.
  • The jury's working materials are stored in the structural unit of the basic doctoral program (PhD)/no profile. The doctoral candidate has the right to appeal the jury's decision to award or refuse the degree within two months.
  • Doctoral students who have been awarded the academic degree of Doctor of Philosophy (RNO)/Doctor in their field are issued state-issued diplomas signed by the Rector of KNU named after Zh. Balasagyn.

VI. Procedure for considering an appeal against a jury decision

• Based on the jury's decision, the doctoral student (applicant) has the right to submit a written appeal to the appeal committee against the jury's negative decision.
  • An appeal against a negative decision of the jury is submitted by the doctoral student (applicant) in any form to the rector of the university, within two months from the date of the decision. The procedure for conducting an appeal is approved by the university independently in accordance with the norms of this Regulation.
  • Within ten working days from the date of filing the appeal, an appeal committee (hereinafter referred to as the Committee) is created by order of the rector. The Committee shall include three specialists with an academic degree in the relevant field and a technical secretary (without the right to vote) from among the specialists of the basic doctoral studies unit (PhD)/no profile of the university. Scientific supervisors, consultants, reviewers and jury members cannot be members of the committee.

The Commission in its activities is guided by the provisions of this Regulation.

• The commission examines the appeal statement, the dissertation, the materials of the dissertation council on the defense of the PhD dissertation, prepares a conclusion on the results of the appeal and makes a decision within thirty calendar days from the date of its creation.
  • The decision of the Commission is taken by open voting, by a majority of votes and signed by all its members.

  • The jury's decision on the appeal is communicated to the doctoral student (applicant) within five days of its adoption and is posted on the university website.
  • In case of disagreement with the final decision of the jury on the issue of refusal to award the degree of Doctor of Philosophy (PhD)/Doctor of Science, the decision may be challenged in court.

Scope of application

The Regulation on Foreign Internships sets forth general requirements for organizing internships for doctoral students of KNU named after Zh. Balasagyn. This Regulation defines the goals and objectives, regulates the terms, procedure and content, as well as forms of control and reporting of the doctoral student on the implementation of the internship program. The Regulation defines the responsibilities of doctoral students-interns and internship supervisors from the host organization and the university.

• General Provisions

An internship abroad is one of the most important components in the preparation of PhDs/doctors in the field.

The scientific internship is implemented in accordance with the individual curriculum within the timeframes determined by the academic calendar and the individual work plan of doctoral students to familiarize themselves with innovative technologies and new types of research. It provides for mandatory internships in scientific organizations and (or) organizations of relevant industries or fields of activity, including abroad.

The terms of the foreign internship are determined by the management of KNU named after Zh. Balasagyn in accordance with the academic calendar.

Foreign internships for students can be carried out:

• within the framework of contracts, agreements and memorandums;
• based on personal invitations from educational and

scientific organizations.

Students can choose a foreign university for a scientific internship in agreement with the leading department. A mandatory condition is the availability of a specialty and the implementation of the corresponding educational program by the host university.

An overseas internship is carried out within the framework of a dissertation study at a university and/or a large research center in a near or far abroad country at the place of work of the foreign supervisor.

• The purpose and objectives of foreign scientific internship.

The internship is conducted with the aim of:

• completion of the tasks of the doctoral dissertation (PhD);
• familiarization with the latest theoretical and methodological

and technological achievements of domestic and foreign science, with modern methods of scientific research, processing and interpretation of experimental data;

• consolidation of theoretical knowledge obtained in the process

training in acquiring practical skills, competencies and experience of professional activity in the studied specialty, as well as mastering advanced foreign experience.

• advanced training or obtaining professional

education in foreign universities, as well as in partner universities of KNU named after Zh. Balasagyn;

improving knowledge of a foreign language and getting acquainted with

country of residence;

• further enhancement of cultural and general educational

level.

• .Procedure for filing an application

To apply for a foreign scientific internship, doctoral students must submit the following documents to the PhD Department of Doctoral Studies of the Zh. Balasagyn KNU 3 weeks (near abroad), 6 weeks (far abroad) before the expected trip:

• personal statement addressed to the rector with the approval of the scientific supervisor,

Head of the PhD Department;

• a copy of the invitation letter for an internship from

foreign university, if available;

• program of foreign scientific internship in accordance with

topic of the dissertation research (Appendix A).

Based on the PNOP, a PhD student in the profile develops an individual internship plan. The individual plan for completing a foreign scientific internship for a doctoral student is agreed upon by the scientific supervisors.profile (Appendix B).

After a positive decision is made, the management of the PhD department of the Zh. Balasagyn KNU prepares a draft order on sending a doctoral student on a scientific internship abroad.

Doctoral students sent for an internship to a foreign university are required to:

1. Submit an application for a business trip in advance.
2. Comply with the internship deadlines specified in the order for sending for an internship.
3. The doctoral student must independently prepare documents for a visa in accordance with the Visa Application Procedure of the host country.

Departure and return to KNU named after Zh. Balasagyn later than the deadline specified in the order for an internship abroad without the proper permits is a violation of academic discipline.

If a valid reason arises that prevents you from traveling to a foreign university, you must submit a reasoned application to the PhD Department of the Zh. Balasagyn KNU addressed to the rector with supporting documents attached.

A PhD student must comply with the internal regulations and charter of the host university.

Cancellation of a trip for a foreign scientific internship is formalized by a corresponding order.

• Financing of overseas internships.

Financing of foreign scientific internships can be carried out through:

• funds of the host party;
• personal funds of students (students on a fee-paying basis).

The actual costs of the internship are covered by the doctoral student at his own expense.

• Reporting procedure

After completing an internship abroad (scientific, research, scientific and pedagogical), PhD students submit to the PhD department of doctoral studies of KNU named after Zh. Balasagyn a document certifying the completion of a scientific internship (certificate, certificate, reference, etc.).

After 5 days from the end of the PhD scientific internship abroad, the doctoral student must submit a report on the completion of the foreign internship to the PhD doctoral department (certified by the scientific supervisor, head of the department).

The following documents are attached to the report:

• Overseas Internship Plan (completed).
• The program of the overseas internship (compiled jointly with

(scientific supervisor)

• Written detailed report (in any form)
• Certificate
• Materials on the results of an overseas internship
• Protocol for the protection of the results of an overseas internship
