The Turkic Heritage Center at the J. Balasagyn Kyrgyz National University
Background
The idea of creating the Center for Turkic Heritage (CTH) belongs to the 1st Vice-Rector of KNU, Mr. Alaibek Shamshiev, who approached the Ambassador Extraordinary and Plenipotentiary of the Kyrgyz Republic to the Azerbaijan Republic, Kairat Osmonaliev, with a question about finding a potential partner for the center for Turkic heritage in 2023. Osmonaliev worked on this issue with the leadership of the International Foundation for Turkic Culture and Heritage (IFTCH) in Baku.
On September 20, 2023, Ms. Gunay Efendiyeva, President of the International Foundation for Turkic Culture and Heritage, visited KNU. During a meeting with Rector Tolobek Abdyrakhmanov, the parties discussed cooperation between the two organizations and signed a Memorandum of Understanding between the International Foundation for Turkic Culture and Heritage and J. Balasagyn KNU. The document envisaged the opening of a Turkic Heritage Center and a Center for Journalism of Turkic-Speaking Countries at KNU.
On February 20, 2024, Rector Mr. Tulbek Abdyrakhmanov met with the newly appointed President of the International Foundation for Turkic Culture and Heritage Ms. Aktoty Raimkulova.
The parties expressed their readiness for mutually beneficial cooperation. During the meeting, they signed an agreement on the Center for Turkic Heritage at the J. Balasagyn Kyrgyz National University.
In September 2024, the Academic Council of KNU approved the Regulation on the Center for Turkic Heritage, and by order of the Rector of KNU, in accordance with the request of the International Faculty of Cultural and Natural Sciences, Kairat Osmonaliev, Doctor of Law, Professor, Honorary Doctor of KNU named after J. Balasagyn, former Ambassador of Kyrgyzstan to Azerbaijan and Georgia, and Honored Lawyer of the Kyrgyz Republic, was appointed as the head of the Center.
Mr. Dogdurbek Chontoyev, rector of the Zh. Balasagyn KNU, who was reappointed in September 2024, expressed his full support for the activities of the Center for Technical Studies.
Goals and objectives
The Center is a structural research unit of the University, created under the auspices of the International Faculty of Technical and Scientific Sciences.
One of the key goals of the Turkic Heritage Center is to encourage and promote research into Turkic culture and heritage.
The center will provide spaces where scientists, researchers, and students can conduct scientific research, share knowledge, and work on collaborative projects.
The center will also serve as a hub for the preservation and promotion of Turkic heritage. It will house a library and digital archives dedicated to Turkic history, languages, literature, folklore, music, art, and much more. These resources will be accessible to scholars, students, and the general public, promoting a deeper understanding and appreciation of Turkic cultural heritage.
Main areas of activity
- Archaeological excavations and research.
- Study of Turkic languages, literature and folklore.
- Training of scientific personnel: students, master's students and postgraduates.
- Organization of conferences, seminars and exhibitions.
- Development of digital resources, including virtual libraries and online platforms.
- Consulting support in matters of cultural heritage preservation.
Mission of the Central Television Network:
• expansion of youth cooperation with the aim of involving young people in discussions on regional and global issues and encouraging their active participation in the development of the Turkic world;
• promote the development and improvement of cooperation and coordination between Turkic universities;
• implementation of more intensive student and scientific exchange, as well as holding joint conferences and other events;
• enhancing the spiritual connection between the Turkic peoples, studying and popularizing the common heritage, history and modern achievements of the Turkic peoples;
• joint study of the common written heritage, the history of the Turkic peoples using national and international archives, including the elimination of “blank spots” and distortions of historical facts;
• protection and promotion of the cultural code of the Turkic peoples as a social and civilizational support for future development.
The Department of Historical Sciences will focus on:
•archeology and history of the pre-Turkic period;
•archeology and history of the Turkic and Mongolian periods;
• ethnography of the Turkic peoples;
• information technologies in archaeological research.
The Department of Philological Sciences will conduct research on:
•runic scripts;
•folklore of the Turkic peoples;
•Turkic languages;
•literature of the Turkic peoples.

about the Turkic Heritage Center
at the Kyrgyz National University named after J. Balasagyn
- General Provisions
- The Turkic Heritage Center (hereinafter referred to as the CTH or the Center) at the J. Balasagyn Kyrgyz National University (hereinafter referred to as the University), established under the auspices of the Turkic Culture and Heritage Foundation (hereinafter referred to as the TCHF), is a structural research unit of the University. The Center is established by order of the Rector in consultation with the TCHF and reports directly to the Rector.
The Centre is located in premises provided by the University in agreement with the FTCN.
- The Center operates in accordance with the Charter of the FTCN, the University, the main regulatory and methodological documents governing university research, the internal regulations of the University, and this Regulation.
- The Center's activities are financed by the University, government agencies and institutions of the Kyrgyz Republic, domestic and foreign state and non-governmental funds, funds from contractual work, as well as funds from sponsors, public organizations, enterprises, and other income not prohibited by current legislation.
The FTCN finances the one-time technical equipment of the Center (in accordance with Appendix 1).
- The Center is managed by a Director. Appointment and dismissal of the Center Director are carried out by agreement with the Federal Labor and Social Control Service (FTS) in accordance with the procedure established by current labor legislation and by order of the University Rector.
The Director of the Center bears financial responsibility for the safety and proper use of the equipment acquired by the FTCN for the Center.
The Head of the Center appoints an Administrative Assistant and a Technical Assistant, if necessary.
- The Administrative Assistant is responsible for day-to-day administrative tasks, liaison with the FTCN, and coordination of events at the Center.
- The Technical Assistant is responsible for managing and maintaining the video conferencing system, as well as providing technical support for all technology needs within the Center.
- The Center comprises two departments: Historical Sciences and Philological Sciences. The Historical Sciences Department consists of the following groups:
- archeology and history of the pre-Turkic period;
- archeology and history of the Turkic and Mongolian periods;
- ethnography of the Turkic peoples;
- information technology in archaeological research.
The Department of Philological Sciences consists of the following groups:
- runic scripts;
- folklore of the Turkic peoples;
- Turkic languages;
- literature of the Turkic peoples.
- The University's Academic Council will provide expertise in the development and implementation of the Center's programs and activities, as agreed between the Foundation and the Zh. Balasagyn KNU.
- Purpose and main objectives
- The Center is being created as part of a network of Turkic heritage centers in the FTCN member countries. The Center's primary goal is to conduct fundamental and applied scientific research on the Turkic peoples. The Center will also serve as a multi-purpose venue for relevant FTCN events in the Kyrgyz Republic.
- The Center's objectives:
- implementation of fundamental research in the following areas: archeology, history, ethnography, folklore, languages, literature of the Turkic peoples, as well as the history of material culture, historical geography, local history, cultural studies, museology;
- implementation of applied scientific research programs, projects, as well as business contractual activities in the field of study, preservation and use of historical and cultural objects and monuments of intangible heritage;
- assistance in holding events organized by the FTCN.
- Functions
- To achieve the goals and objectives specified in Section 2 of these Regulations, the Center carries out the following activities:
- carries out archaeological excavations and exploration, office processing of the obtained materials, preparation of scientific reports based on the results of field research;
- conducts interdisciplinary research on the material and spiritual culture, history of ancient and medieval Turkic peoples;
- carries out comparative historical studies of Turkic languages;
- identifies, copies and deciphers Turkic runic monuments;
- implements a comparative study of the folklore heritage of the Turkic peoples;
- carries out a typological study of Turkic literatures;
- carries out field research of historical and cultural objects and monuments of intangible heritage;
- provides assistance in conducting field practices, provides advisory assistance to students, master's students and postgraduate students of the University conducting research work;
- prepares students, master's degree students and postgraduate students of the University for participation in student and professional scientific conferences of inter-university, national and international scale;
- carries out scientific, popular science and educational publishing projects related to fundamental and applied scientific research of the Turkic peoples;
- carries out expert work on requests from state bodies for the protection of historical and cultural heritage sites, conducts emergency and security archaeological research;
- carries out archival and museum research;
- organizes seminars, conferences, exhibitions;
- carries out the formation and implementation of data banks and software and information products;
- establishes and maintains scientific ties with educational institutions, scientific organizations of the Kyrgyz Republic, countries participating in the FTCN, near and far abroad, as well as with state bodies for the protection of cultural heritage on issues of preserving and studying historical and cultural sites and monuments of intangible heritage;
- provides consulting services on issues of preservation, study and use of historical and cultural sites and monuments of intangible heritage to local government bodies, educational and cultural institutions;
- At the request of the FTCN, provides support and consulting services in the preparation of nomination dossiers for the inclusion of Turkic cultural heritage sites in the UNESCO World Heritage List.
- In addition, the Center is taking steps to develop activities in the following areas:
- providing language courses and seminars on Turkic languages with the aim of preserving and developing linguistic diversity in Turkic countries;
- development of digital resources and online platforms, including virtual libraries, digitized manuscripts, online exhibitions and e-learning materials.
- The center provides:
- organizing support for fundamental scientific research;
- administrative management of the formation of a thematic plan for scientific research work, monitoring the progress of its implementation, organizing scientific research on complex, interdisciplinary problems;
- interaction of the University with government bodies and funding bodies for scientific activities, extra-budgetary funds and organizations providing financial and material support for science in Kyrgyzstan and abroad, within the limits determined by the goals, objectives and main directions of this Regulation;
- operational administrative management of research work within the framework of university-wide scientific programs, grants, etc.;
- involvement of faculty, staff, graduate students and students of the University's divisions, as well as specialists from the National Academy of Sciences of the Kyrgyz Republic, museums, universities and research institutes of the Kyrgyz Republic and neighboring countries, and foreign specialists upon the recommendation of the head of the Center, in the implementation of work on scientific projects, programs and business contracts;
- preparation of an annual report to the FTCN and the Rector of the University on the results of the Center’s research activities and the implementation of the research plan;
- other areas of activity related to the development of scientific research at the University.
- The Head of the Center, within the limits of his/her competence and in accordance with the Charter of the FTCS, the declarations of the Council of Heads of State of the Organization of Turkic States (hereinafter referred to as the OTG), and the strategic documents of the OTG, represents the scientific activities of the University in all departments, domestic and foreign enterprises, firms, and organizations; issues instructions that are binding on all employees of the Center; and exercises other powers stipulated by this Regulation, the Charter of the FTCS, the University, current legislation, and other acts of the Kyrgyz Republic.
- The Center has the rights and powers:
- receive, in accordance with the established procedure, statistical and other reporting data related to the implementation of scientific research work from the structural divisions of the University;
- participate in the preparation of documents necessary for the conclusion of business contracts concluded by the Rector of the University with customers for the creation and transfer of scientific and technical products, and also take part in their implementation;
- in accordance with the established procedure, manage property necessary for scientific research and production and economic activities;
- carry out other actions to organize and conduct scientific research work within the framework of this Regulation, the Charter of the FTCN, the University and the legislative acts of the Kyrgyz Republic.
- The Head of the Center independently resolves all issues related to the Center’s activities that fall within his or her competence and is responsible for the results of the Center’s activities to the Rector of the University.
- The Center's staff ensures the operation, safety, and proper use of its material and technical equipment.
- The Center's research is included in the University's research plan and the assignments of the Faculty of Technical and Computational Sciences. Reports on plan implementation are submitted within the research reporting deadlines established for the University's structural divisions.
7.1. The accounting department, planning and finance department, human resources management and office work, administrative and economic and material and technical division of the University ensure the financial and economic activities of the Center during the implementation of fundamental and applied scientific research, as well as economic and contractual work.
All issues of the Center’s activities of a non-fundamental nature, not provided for by this Regulation, are decided by the Rector of the University jointly with the head of the Center.
